CABLE ADVISORY COMMITTEE
MEETING MINUTES
September 10, 2007


Chairman Devlin called the meeting to order at 7:15

Members in attendance

Chairman Thomas Devlin, Vice Chairman Mitch Cohen, Richard E. Preston, and Eben Chesebrough


Approval of Minutes

• Minutes of August 13, 2007 are reviewed and approved by unanimous vote. Motion by Mitch Cohen, seconded by Eben Chesebrough.
• Minutes of March 19, 2007 are reviewed and approved by unanimous vote. Motion by Rich Preston, seconded by Mitch Cohen. Eben Chesebrough abstained

Arthur Griffin

A brief interview was held with Mr. Arthur Griffin, a Douglas resident, regarding his application for the newly created support position of Cable Recording Assistant. Mr. Griffin expressed his interest in this position; the committee will contact the applicant in future regard their decision.


Resident Complaints

A brief discussion was held regarding cable service complaints on Orange Street. The Committee will discuss this further at the next scheduled meeting on September 17th. It will be decided at that time if a representative from Charter Communications will be asked to meet with the Committee regarding these service issues.

Cable Access Coordinator

Daniel Harlow, the current Cable Access Coordinator, will be attending college in Boston and be working a reduced schedule. By consensus, the committee agreed to continue with Mr. Harlow at a reduced schedule, and to advertise the position of Cable Access Coordinator as per the original job description.



Cable Recording Assistants

After a brief discussion, a motion was made by Mitch Cohen and seconded by Richard Preston to create the position of Cable Recording Assistant, to assistant in the recording of municipal meetings as needed/required, and to work under the direction of the Cable Advisory Committee; approved unanimously.

A motion was made by Mitch Cohen and seconded by Eben Chesebrough to compensate the Cable Recording Assistants with a stipend of $40.00 per meeting.
Approve Unanimously.


Cable Access Video Production Course

A motion was made by Mitch Cohen and seconded by Eben Chesebrough to hold a fall Cable Access Video Production Course with Richard Preston as instructor, starting on Saturday, October 13th and running for eight weeks.
Approved, with Richard Preston abstaining


Draft Municipal Meeting Recording/Airing Guide

A draft guide regarding the recording and airing of Douglas boards, committees, and commissions was proposed by Eben Chesebrough. By consensus, the committee agreed to review the proposed guide and develop a definitive guide at the next scheduled meeting.


Equipment Purchase Approval

Cable Access Coordinator, Daniel Harlow, and committee member Mitch Cohen recommended the purchase of a 500 gigabyte hard drive for addition cable access program storage, in addition to some miscellaneous equipment purchases. The committee approved an expenditure of $350.00 total; $150 for the hard drive and $200.00 for miscellaneous equipment.
Motion made by Mitch Cohen, seconded by Rich Preston. Motion passed unanimously.


The committee adjourned at 9:00.
