Meeting Minutes
October 19, 2004

1. Call to Order:

Madam Chair Shirley M. Mosczynski called the meeting to order at 7:00 pm.
In attendance: Edward A. Therrien, David A. Furno, Paula Brouillette, Executive Administrator Michael J. Guzinski and Administrative Secretary Jane L. Brule.
Absent: Richard E. Preston
Other staff and citizens in attendance: Town Moderator Jerome Jussame, Town Clerk Christine E. G. Furno, Fire Chief Donald Gonynor, Skate Park Committee Vice Chair Suzanne Gagnon, Jessika Maddocks, Water / Sewer Systems Manager Dennis Croteau,

2. Chairman’s Announcements: Shirley M. Mosczynski reminded all of the Special Town Meeting November 1, 2004 at 7 PM at the new high school.
There will be a Four Town meeting on October 21, 2004 at 7 PM in the Sutton Senior Center.

3. Citizen’s Forum: No citizens came forward.

4. STM-Town Moderator Jerome Jussame and Town Clerk Christine E. G. Furno:
(Taken out of order due to time frame)
Article 1-Library Construction Project Jerome has not heard from anyone.
Article 2-Re-codification of Zoning Bylaw Presenter Master Plan Implementation Chair Paul Peterson. Total re-codification of Bylaws (approximately 80 pages) on file with the Town Clerk. Jerome stated this is an accepted method by the Attorney General and other moderators but will be difficult if questions are brought up and others have not read the Bylaws. Atty. Bob Bobrowski will be at the meeting to assist and if technical corrections need to be made.

Article 6-Blackstone Valley Regional Vocational Technical High School Budget
Presenter Shirley M. Mosczynski if John Lavin member of the Blackstone Valley Vocational School District Committee is not available
Article 7-Engineering for Route 16 Project Presenter Edward A. Therrien
Article 8-Payment to School for engineering of Route 16 Project
Michael J. Guzinski left a message for School Committee Chair Shirley Downs to present
Article 9-Reallocataion of Funding Source-Presenter Paula Brouillette
Article 10-Accounting Software-Presenter David A. Furno and Town Accountant Rich Mathieu will be available with back up info
Article 11-Part Time Clerical Wages for Water & Sewer Department-
Presenter Dennis Croteau
Article 12-Salary Adjustments-Presenter Paula Brouillette
Article 13-Reserve Fund-Presenter Finance Chair Pamela Holmes
Jerome Jussame stated that the first 5 articles require a 2/3 vote-standing & counting, and the High School is all set to hold the Special Town Meeting.

5. Appointment to Skate Park Committee-Co-chair Suzanne Gagnon appeared before the Board with her daughter Jessika Maddocks stating she has been extremely helpful especially at Octoberfest and Jessika said she enjoyed the Committee.
Paula Brouillette made a motion to appoint Jessika Maddocks to the Skate Park Committee. David A. Furno seconded the motion. All-aye.

6. Water/Sewer Update-Dennis Croteau and Beta Engineering representatives Joe D’Pilato and Nick Corrvello. Project photos were passed around and a proposed site plan including paving and grading updates was displayed by Mr. D’Pilato for the Board to view the updates. There are more pictures to see at the site. The project is 4-6 weeks behind schedule but the foreman is adding additional workers to get back on track and hopefully begin the concrete before the frost. Paula Brouillette questioned the impact of bad weather on the project. Mr. D’Pilato answered that the crew is prepared to work through winter conditions and he is confident the schedule can be met. Dennis suggested that all residents should come down and view the project. Mr. D’Pilato commented there will be even more changes to see in another couple of months. Shirley M. Mosczynski thanked them for coming to the meeting. Mike will keep in touch with Town Engineer Bill Cundiff regarding the inter-municipal agreement.

7. National Incident Management System (NIMS)-Fire Chief Gonynor-Discussion regarding a letter from the Chief to Executive Administrator Michael J. Guzinski follwing a weekend session at the training center in Emmittsburg, Maryland. The Chief emphasized the need for the Board of Selectmen to instruct other departments to abide by these guidelines or possible result of the loss of funding and/or grants. The department is willing to teach the other departments and they have a CD ROM training program. Paula Brouillette’s question regarding the attendance of other programs was answered by the Chief stating some have had to be canceled due to lack of participation. Shirley M. Mosczynski suggested that a letter from the Board looking to adopt NIMS and instruct other departments to abide by these regulations may have to be sent out. Mike and the Chief will head up the effort to take the next steps.
Paula Brouillette made a motion to adopt and have other departments adhere to NIMS.
David A. Furno seconded the motion. All-aye

8. Election Warrant- Shirley M. Mosczynski read the Warrant for the Special Town Meeting October 25, 2004.
Paula Brouillette made a motion to approve the Warrant as read. David A. Furno seconded the motion. All-aye.

9. Old Business-None
New Business-

Sandwich Boards in front of the Library and Fire Station-Paula Brouillette recommended the Special Town Meeting be posted on the boards. She suggested Mike co-ordinate and prioritize what the policy should be as far as postings on the boards.
Blackstone Valley Corridor Keepers-Sunset 2006- Paula Brouillette announced she has joined this group and will meet here with 10 other members in the resource room next Wednesday, October 27, 2004 at 3:30 pm. All invited.

10. Administrators Report-
-Received replica of the Boston Post Cane
-Agreement between the Towns of Uxbridge and Douglas regarding the water extension-
A copy of the draft letter to the Board of Selectmen that has been sent to the Town of Uxbridge requesting feedback to Mike or the Town Engineer Bill Cundiff.
-CMRPC-Application to the State takes one to two weeks to complete. Different State grant.
-Special Town Meeting Monday, October 25, 2004.
-the road work to put in the water line on the Douglas/Uxbridge line will be put back in pre-construction condition.

11. Adjournment-Paula Brouillette made a motion to adjourn at 7:50 pm. David A. Furno seconded the motion.
