1. Call to Order:

Madam Chairman Shirley Mosczynski called the meeting to order at 7:00 pm. In attendance: Paula Brouillette, Edward Therrien, Executive Administrator Kenneth Mahony, and Administrative Assistant Suzanne Kane.

Other Staff in attendance: Town Building Commissioner Adelle Reynolds.

2. Warrant for State Primary: Shirley Mosczynski read the warrant for the State Primary to be held on Tuesday, September 17, 2002. Paula Brouillette made a motion to approve the Warrant for the State Primary to be held on Tuesday, September 17, 2002 as presented. Edward Therrien seconded the motion. All – aye.

3. Sign Workshop:
Town Building Commissioner Adelle Reynolds joined the meeting to present a proposed Policy and Purpose for Sign Assembles. She stated that she contacted Mr. Russell of Atlantic Highway Sign but he could not give her a quote until he has the specifications, however he did state that any logo’s placed on the signs would have an additional $5 charge. Paula Brouillette asked if it was possible to place secondary signs on existing street sign poles. Edward Therrien stated that it was possible. Adelle Reynolds asked what the maximum amount of secondary signs would be on a pole. Paula Brouillette stated that the amount should consider visibility and warned against over shadowing the main street sign. Paula Brouillette then stated that they are providing a service for the Main Sign Assembly and should exercise caution on the secondary signs, she suggested that they start out with the Main Sign Assembly and research the secondary signs. There was discussion about the cost of secondary signs and Edward Therrien reported that the “Big” signs cost the Highway Department around $20 each. Paula Brouillette also questioned if the signs were defined well enough for the process to be controlled in the Building Department. Adelle Reynolds stated that the committee needed to define what types of business are allowed signage, suggesting “Official” Business Signs – excluding home businesses. After further discussion it was decided to exclude the term “Official” from the Policy and Purpose documentation. Adelle Reynolds reported that Mr. Russell suggested the sign assembly supports be made of metal poles covered with a plastic sleeve, which will dress the assembly up and make maintenance easy. The committee concurred with the design style presented by Adelle Reynolds. She will look into the cost. The Committee went over the Policy and Purpose documentation and made changes. The term “Official” was excluded for text; Item 2 of Definitions will be incorporated into Item 1; text referring to “Outlying Business” should be added to Item 7-A; Item 7-B should be looked at some more; the line “This application will also need the approval from the Board of Selectmen for placement of the sign.” will be omitted from section “Submitting Application”; and the section on “Fees” needs to be looked at further. Adelle Reynolds will update the Policy and Purpose document and get it to the Selectmen prior to the next Workshop to be scheduled on August 20, 2002 at 7:00 pm.

Edward Therrien made a motion to adjourn at 9:00 pm. Paula Brouillette seconded the motion. All – aye.
