1. Call to Order:

Madame Chairman Shirley Mosczynski called the meeting to order at 7:00 pm. In attendance: Rich Preston, Ron Forget, Edward Therrien, and Administrative Assistant Suzanne Kane.

Other citizens and staff in attendance: Town Engineer Bill Cundiff, Tribune reporter Tom Mattson.

2. Chairman’s Announcements:
Shirley Mosczynski announced that the Town Employees have purchased two shrubs for a 9/11 Memorial. The shrubs will be planted the morning of September 11, 2002.

3. Citizen’s Forum:
There were no citizen that came forward.

4. Minutes:
• July 23, 2002:
Rich Preston made a motion to approve the minutes of July 23, 2002 as amended. Edward Therrien seconded the motion. All – aye.
• August 20, 2002: Shirley Mosczynski asked to hold the minutes for August 20th until Paula Brouillette is back. These minutes are from the Sign Workshop.

5. Downtown Improvement Projects – Phase I Report:
Town Engineer Bill Cundiff came to the meeting to report to the Board the results of the first phase of the Downtown Improvements project. Bill Cundiff reported that he spoke to Weston & Sampson Engineers, Inc. today. The consultants are incorporating changes and will have a report in a couple of weeks. He stated that there is a need for services Downtown, especially with the projected growth of the town. He pointed out that the report incorporates parking changes, decorative improvements, the Mumford River Walk showing paths and trials, and identifies alternative uses for buildings. Mr. Cundiff reported that the final version will be available on the Towns Website. Rich Preston thanked Bill Cundiff and the Downtown Improvement Committee for all their work so far and then asked how he sees this study building out. Bill Cundiff stated that they are preparing to apply for a Block Grant this October and work within the States schedule. Then if there was funding – implement improvements at that time. Shirley Mosczynski asked if there is a time line. Bill Cundiff said ideally they prepare a grant application which is due in October for the State. It would then take a couple of months before hearing if it’s approved. Rich Preston asked if they could apply with a draft report. Bill Cundiff said yes, that the real content is in the cost estimates. Edward Therrien asked if there were plans to widen the sidewalks. Bill Cundiff sated that one of the ideas was to push the sidewalks in and have parking alternating on one side. Ron Forget mentioned an article in the morning paper on Oxford which stressed the availability of roads for traffic. He asked if we are making it harder for people to park and get to businesses. Bill Cundiff said the overall flow and navigation of Downtown will be improved. It can be achieved as simply as putting a “P” sign up to identify parking. There was discussion about additional parking at the schools and on B Street. Ron Forget suggested having B Street rezoned to enhance down to the river in preparation for phase II. Bill Cundiff stated that there are ownership issues in regard to the River Walk. Shirley Mosczynski asked about the overall parking district, asking if they have received any reports from people involved. Bill Cundiff said no, but they have identified parking areas. Stating parking is not the issue, labeling (signage) and making it ok for pedestrians to walk to their destination is the issue. Rich Preston asked if any of the engineers showed examples of work they have done in other communities. Bill stated that the examples were presented at the interviews; Weston & Sampson are the engineers for Northbridge. They are doing work on Church and Rockdale St., Northbridge. Rich Preston asked if anyone has looked at the parcels behind the Methodist Church. Bill Cundiff said not specifically. Shirley Mosczynski asked if Economic Development has received a copy of the report. Bill Cundiff stated that he called Hal Davis but has not heard back from him. Shirley Mosczynski suggested that the sign committee look at page 12 in reference to signage. Ron Forget stated that the Economic Analysis Report done by RKG Associated, Inc. was fantastic. Edward Therrien stated that the sidewalks in front of the Church and Gregory’s Pizza are 18’ and they could get more room from them. Bill Cundiff stated that elevation is an issue; re-grading costs will be high in order to comply with ADA requirements.

• Connector Road: Bill Cundiff reported that the connector road would be paved this Friday. This will relieve traffic congestion Downtown.

6. Executive Administrator’s Report:
Ken Mahony was not present – there was no report.

7. Old / New Business:
Shirley Mosczynski stated that she will meet with Ken Mahony. She has not heard if the Board will be meeting with the School yet. She will also see if he has met with the Housing Authority.

8. Adjournment:
Ron Forget made a motion to adjourn at 7:35 pm. Edward Therrien seconded the motion. All – aye.
