1. Call to Order:

Madame Chairman Shirley Mosczynski called the meeting to order at 6:40pm. In attendance: Rich Preston, Ron Forget, Paula Brouillette, and Administrative Assistant Suzanne Kane.

In the agenda packet is a copy of the Board of Selectmen Minutes, dated January 23, 2001, pertaining to Item 4. • Street Acceptance Policy: Rich Preston stated that he has a problem with item 6 and the phrase, “Certification of substantial conformance….”. There was a consensus of the Board to go back to the Planning Board with changes. There was a discussion on subdivisions. Paula Brouillette feels the Street Acceptance Policy should not state, “by securing” in the last paragraph. She feels this means the Town will pick up the cost for making these roads, Town roads. Shirley Mosczynski asked if they should have Town Engineer Bill Cundiff to look at this. There was discussion about the difference between Public and Private Roads. Ken Mahony touched on Betterment Taxes for sharing costs. Ron Forget suggested changing the word “Street” to “Private” and keep pre-existing roads out. Paula Brouillette suggested sending the policy back to the Planning Board with specific requests. Rich Preston suggested breaking out Public vs. Private. Paula Brouillette made a motion to send the Street Acceptance Policy back to the Planning Board for a clear policy in terms of funding. Ron Forget seconded the motion. All – aye.

• Water / Sewer Department: Paula Brouillette suggested the Board look at or look into a DPW. She stated that they had asked Ken Mahony to look into this with Edward Therrien, especially with Water / Sewer Systems Manager Tony Gressak leaving. She said we know it’s down the road and could take 5 to 10 years. Rich Preston asked what the advantage of a DPW would be to the Town. Paula Brouillette stated that for one thing, it would eliminate redundancy. Shirley Mosczynski stated she spoke with Recreation Commissioner Chair Bob Saster. He told her the Commission has problems getting grants due to the use of volunteers, they have no maintenance schedule. Having the Recreation Commission under a DPW would make it easier to get grants. Ron Forget stated it should not make a difference with Tony Gressak leaving; he has to be replaced. Paula Brouillette stated that it would make a difference of who you would bring in to replace Mr. Gressak. Rich Preston stated he would like to know “why” a DPW would be of an advantage to Douglas, then “how” to implement one. Paula Brouillette suggested not spending the time reviewing and tweaking the Water / Sewer General Bylaws. Shirley Mosczynski reminded the Board that Tony Gressak did give input to their request to review those Articles.

• Executive Administrator Position: Question about how the position for Executive Administrator was voted. It was thought the question went to Town Meeting in 1990 to 1992. The vote to change the number of Selectmen from 3 to 5 was done at the March 4, 1993 Town Meeting, Article 14. (Copy handed out.) Paula Brouillette stated it should be in the Bylaws. Shirley Mosczynski suggested they look at other Communities Bylaws with Executive Administrator’s for examples of wording. Paula Brouillette and Shirley Mosczynski will get copies.
