Board of Selectmen’s Meeting
January 30, 2001 at 7:00 PM
Members Present: Rich Preston, Shirley Mosczynski, Ron Forget, Buff Therrien.
1. Call to order at 7:00 PM
2. Interim Town Accountant Service
• Three Candidates were interviewed.
Pamela Le Duc
Doris Metivier
Michael Diorio
• The candidates were asked a series of questions including:
Description of background and work experience
Availability
Delivery of services
Cost of services
Available to start
Willingness beyond the FY01
• Discussion after the interviews.
All of the candidates were willing to serve beyond FY01 if needed.
Pam Le Duc
• Very well spoken/interviewed well.
• Least amount of experience but has a mix of working in several towns.
Michael Diorio
• Dismissive to warrant
• Excellent credentials
• Would be good candidate for long term.
Doris Metivier
• Only candidate who was completely flexible to our needs regarding schedule.
• Would be a good candidate for long term as well.
• Buff Therrien motioned to offer Pam Le Duc the position, seconded by Shirley Mosczynski. VOTE: ALL IN FAVOR
• Pam Le Duc will check with the Board of Selectmen in Webster where she is Town Accountant as per her contract.
3. Reorganization of Financial Functions
• Norm MacNeill proposed amendments to the FYO2 Budget
Remove Finance Director and change the department back to Town Accountant.
• Norm will re-work the work sheet with the appropriate adjustments.
• Shirley questioned if we go with a Finance Director, when it will go into effect.
It would have to be discussed with the School Committee
• Shirley requested models from similar town governments.
• Buff Therrien excused himself and left the meeting at 9 PM.
4. Executive Administrator’s Report• Setting a meeting with Mr. Yacino regarding gun issues.
Mr. Yacino has two dates available ( 2/13 or 2/27)
Consensus to have the meeting on February 27 at 7:00 PM
Rich will put together all of the information he has regarding this issue for the other members of the Board.
• February 12 – BVT Proposal to Finance Committee
Board of Selectmen should be present at this meeting.
• Water & Sewer
The Sutton Board of Selectmen are meeting tonight.
Norm MacNeill expects that they will no longer be interested in bringing Manchaug to Douglas’s system.
We will know their decision soon.
• Spring Meadows
Expected to see Jon Audett at the February 6th Meeting but he may not be back to meet with the Board.
There are 5 out of 69 property lots with questions.
• Failure to reserve a part of the road (easement).
• Special Town Meeting Date
Norm MacNeill presented April 18, 2001 as another Special Town Meeting date, proposed by Tom Navaroli due to the amount of items.
No decision needs to be made tonight, but a decision has to be made on February 6th.

• Ron Forget motioned to adjourn at 10:00 PM, seconded by Shirley Mosczynski. VOTE: ALL IN FAVOR
