Meeting Minutes – February 2, 2000



1. Call to Order

The meeting was called to order at 7:00PM.

In attendance, Betty Therrien, Rob Guiou, Tom Navaroli, Mark Bloomfield, Norm MacNeill, Larry Jeznach, Anne Brunson, Mitch Cohen, and David King, Also in attendance, Connie Verge, Mary Stone, Rose Ellis, Mike Masney, Jordon O’Connor, Jack Blatchford, Frank Fertal, Paula Markle, and Tom Mattson from the Blackstone Valley Tribune.


2. Discussion of School Building Project

A discussion of what to present for a school building project to the town took place. The school committee wants to look closely at a couple of options before making a final decision.

The need for space in September of 2000 was discussed. The School Committee asked the Board of Selectmen what they thought the solution was. Betty Therrien updated the School Committee on the Board’s decision to place a ballot question in early March to support funding for the renovation of the abandoned elementary school. There was further discussion that portables would still be needed in September and School Committee plans to put out an RFP for additional portables for a two or three year lease.

There seems to be some confusion about whether or not the town has funded the school budget to meet the minimum school spending requirements. Norm MacNeill will ask Louise Redding to respond in writing to clear up the matter.

The School Committee adjourned and went into Executive Session. The Board of Selectmen moved into the cafeteria to conclude their meeting.

3. Special Election

The decision was made to have a special election on March 14th.

Mark Bloomfield made a motion, seconded by Rob Guiou, to place question number 1 on the March 14th ballot as follows:
“Shall the Town of Douglas be allowed to exempt from the provisions of proposition two and one-half, so-called, the sum of $2,464,107 required to pay for the bonds issued to remodel and reconstruct the abandoned elementary school to the rear of the Post Office to provide eight (8) classrooms, a multi-function room, offices, an addition with elevator and ramp, and the replacement of windows, roof, heating system and other building components, including the payment of interest and all costs incidental and related thereto?”
Vote Unanimous

Mark Bloomfield made a motion, seconded by Rob Guiou, to place question number 2 on the March 14th ballot as follows:
“Shall the Town of Douglas be allowed to exempt from the provisions of proposition two and one-half, so-called, the amount of $430,000 required to pay for the bonds issued for design services to upgrade and expand the capacity of the Douglas Wastewater Treatment Facility, and related sewer line extensions, including the payment of interest and all costs incidental and related thereto?”
Vote Unanimous

Rob Guiou made a motion, seconded by Mark Bloomfield, to adjourn at 9:45PM. Vote Unanimous
