April 10, 2000


1. Call to Order

The meeting was called to order at 7:00PM. In attendance, Mark Bloomfield, Rob Guiou, Tom Navaroli, Ron Forget, and Norm MacNeill. Also in attendance, Maria Chesley (clerk), Paula Brouillette, Pam Holmes, Bill Pybas, Dennis Bishop, Keith Whittaker, Barbara Smith, Derek Brown, Tony Gressak, and Don Gonynor.

2. Capital Improvement Committee Recommendations

Paula Brouillette discussed the capital outlay sheet, which encompasses all capital requests in the budgets. On the Debt issue, the CIC needs more information before they can make any recommendations. Discussion occurred about Water/Sewer, Master Plan, Sidewalks, Architectural Planning costs for the school building committee, Martin Rd, Library, and Leases – 4WD taken out.

3. FY01 Budget Recommendations (see Finance Committee agenda attached)

Norm MacNeill went over percentage breakdowns. Discussion about proposed new Personnel costs, cherry sheet analysis, free cash & stabilization fun, and reserve fund. The Board is behind the recommendations it has made. Discussion occurred about the pumper tanker for the fire department, Assistant to the Administrator position, Treasurer’s salary, technology budget, and Community Development budget.

Mark Bloomfield out at 9:20PM.

Discussion occurred about the school budget. Took a look at net school spending. Pam Holmes expressed concern over the school’s “discretionary” funds and why it did not go back into general government. Mitch Cohen stated that the budget is designed to be fiscally responsible and educationally sound; it is what is needed to educate the children.

Ron Forget out at 9:55PM.

4. Adjournment

At 10:30PM, Barbara Smith made a motion, seconded by Keith Whittaker, to adjourn. Vote Unanimous.
