Selectmen’s Meeting
July 11, 2000
7 p.m.

1. Call to order: 7:05 p.m.

2. Chairman’s announcements:
• Tom Navaroli presented Patricia Koslak, retired town nurse after 32 years, with a clock and spoke of her accomplishments, as well as her activeness in the community.
• Norm MacNeill introduced the new Administrative Secretary, Elizabeth Davis

3. Elmwood Beer and Wine License:
• At 7:10 PM Tom Navaroli motioned to open public hearing for Carol Field d/b/a The Elmwood Club Restaurant, which was seconded by Rich Preston.
 Carol Field approached the board and explained her application
 Open to questions or comments to the audience, but none were given.
 Shirley Mosczynski asked about Carol Field’s training, which is required for licensing. Carol Field replied that she intends on taking the required training needed.
 Tom Navaroli motioned to close public hearing, seconded by Ron Forget
 Vote: All in favor of closing public hearing
 Discussion regarding The Elmwood Club Restaurant’s amended hours are Monday through Saturday 11 AM – 12 AM , and Sunday 11 AM – 2 PM.
 Ron Forget motioned to amend hours for liquor license for Elmwood, seconded by Rich Preston.
 Vote: All in favor of amending hours
 Ron Forget motioned to allow the license with amended hours, seconded by Rich Preston.
 Vote: All in favor for allowing license with amended hours

4. Appointments:
• Norm MacNeill made a presentation regarding the newly appointed town engineer and planning/conservation agent.
 William Cundiff and Steven Zisk were briefly interviewed by the Selectmen
 Ron Forget motioned to ratify appointments of Steven Zisk and William Cundiff with out limiting terms, seconded by Rich Preston
 Vote: All in favor of ratifying appointments with out limiting terms
• Norm MacNeill spoke about Insurance Advisory Committee, which is currently dormant. This committee will review all proposed changed in insurance for municipal employees. (Betty Yacino)
 Ron Forget motioned to appoint Betty Yacino to the Insurance Advisory Committee, seconded by Shirley Mosczynski
 Vote: All in favor of appointing Betty Yacino to the Insurance Advisory Committee

5. Sign Requests:
• Vine Street: request for speed limit, bus stop signs and a four way stop.
 Chief Foley’s recommendation: place a 30mph/ thickly settled sign posted before the intersection going both north and southbound, bus stop signs and a blind intersection sign posted.
 Chris Porella of 34 Vine Street spoke from the audience. He is supportive to signing, but recommends a three way stop at the intersection, allowing northbound traffic to flow without stopping.
• Martin Street/Yew Street: request for a four way stop at intersection
 Chief Foley’s recommendation: three way stop at intersection
• Southwest Main Street: request for blind drive sign
 Chief Foley’s recommendation: there is already a blind drive sign, but recommends that a yellow 30 mph/thickly settled sign
 Chief Foley and Buff Therrien are working together to solve these problems.
 Shirley Mosczynski motioned to accept the recommended use of signs and to move forward with them, seconded by Ron Forget
 Vote: All in favor to accept recommended use of signs and to move forward with them

7. Email/Internet Policy:
• Easily amended? Bring to the board for amendments
 This policy governs outbound uses and sets guidelines for departments and boards.
 Shirley Mosczynski motioned to approve this policy as it was presented, seconded by Ron Forget
 Vote: All for approval of Email/ Internet policy as presented

6. Municipal Center Basketball Courts:
• Taken out of order
• Chief Foley recommends that signs should be posted that courts will be closed at 9p.m. to solve problems.
• Pauline Gavlak, the complainant, agreed to this solution

8. Joint Purchase Group for Health Insurance:
• Norm MacNeill spoke about this group to the board. It puts a cap on the health insurance rates to keep them at a more stable level.
 MORE and 21 towns are participating; participating does not commit us
 The board must make a decision on participation agreement for the next meeting.

9. Executive Administrator’s Report
• Thanked Chief Foley and Angela Ernenwein for coverage while on vacation. Thanked the Board for ratification.

10. New Business:
• Rich Preston: There was a Goals Workshop, which occurred on June 29th, at Blissful Meadows. Issues facing the Town of Douglas were discussed. Another is scheduled for September, and it will be open to the public.
• Tom Navaroli: Welcomed Shirley Mosczynski, the new selectman.

11. Acceptance of Minutes:
• 6/13: Ron Forget motioned to approve, seconded by Rich Preston. Shirley abstained; she was not present at the meeting.
 Vote: All in favor; Shirley Mosczynski abstained
• 6/20: Ron Forget motioned to approve, seconded by Rich Preston. Shirley abstained; she was not present at the meeting.
 Vote: All in favor; Shirley Mosczynski abstained
• 6/27: Rich Preston motioned to approve, seconded by Ron Forget. Shirley abstained; she was not present at the meeting.
 Vote: All in favor; Shirley Mosczynski abstained

12. Executive Session:
• There was no executive session

13. Adjournment:
• Ron Forget motioned to adjourn, seconded by Buff Therrien at 8:35 PM
 Vote: All in favor to adjourn the meeting
