The meeting was called to order at 7:00 PM.

ATTENDANCE
Chairman Richard Vanden Berg, Jr., Linda Brown, Daniel Heney, Mark Mungeam, Roy Swenson, Stephen Zisk (Planning/Conservation Agent)

Absent: Vice Chairman Ernest R. Marks, Joel Rosenkrantz, William Cundiff (Town Engineer), Ann Marie Flanagan (Administrative Secretary)

PUBLIC HEARING: WEBSTER DEVELOPMENT
Application for a Multi-family Use Special Permit
(Two duplex units)
13 Charles Street
• Mike Yerka of Yerka Engineering was present to discuss this Special Permit.
• The property is located on the easterly side; one acre, two lots in the VR zone. Town water exists and they will bring in sewer. Location is in an aquifer recharge area. Water quality swales are proposed in rear of property.
• Abutter Mr. Melnike, 12 Charles Street, is concerned about wetlands.
• A letter from Jason and Kelly Bourgeous requests tree plantings. Tree plantings are to be added to plan along with site distance.
• Jason Bourgeous asked if they need 100’ frontage per lot. The answer is yes, 116’ and 108’. Five members of the Planning Board are not present to vote on a Special permit.
• A MOTION to continue the Public Hearing on January 9, 2007 at 8:30 pm was made by Heney; seconded by Swenson. VOTE UNANIMOUS. A new plan will be needed with tree planting and site distance.

PUBLIC HEARING CONTINUED: PROVIDENCE 538, LLC
71-73 Manchaug Street
• Cheryl Peterson of Heritage Design Group was present to discuss this application.
• The applicant has NHESP and Conservation Commission approval. There are not enough Planning Board members to vote on a Special Permit.
• A MOTION to continue the Public Hearing on January 9, 2007 at 7:50 pm was made by Heney; seconded by Swenson. VOTE UNANIMOUS.

ANR PLAN: PROVIDENCE 538 LLC
71-73 Manchaug Street
• A MOTION to endorse this ANR Plan was made by Heney; seconded by Brown. VOTE UNANIMOUS.

ANR PLAN: GAIL HESTER
Vine Street
• The applicants, Gail Hester and Thomas Tsimogiannis, request to combine parcels A and B. One lot is reduced lot frontage.
• A MOTION to endorse this ANR Plan was made by Brown; seconded by Heney. VOTE UNANIMOUS.

DISCUSSION: “Hilltop Estates” Subdivision
• A MOTION to reduce the bond by $166,211.05 to $71,788.95, and to bring the passbook up to an amount agreeable by the Town Engineer Plan was made by Heney; seconded by Swenson. VOTE UNANIMOUS.

DISCUSSION: “Nature View Estates”
• Zisk to request if Nature View has gotten the Planning Board a certificate from the bonding company for Bevilaqua paving of binder course.

ADJOURNMENT
At 8:30 pm, a MOTION to adjourn the meeting was made by Heney; seconded by Brown. VOTE UNANIMOUS.
