The Executive Session was called to order at 7:01pm.

ATTENDANCE
Chairwoman Marylynne Dube, Michael Yacino, Linda Brown, Ralph Dudley, David Windoloski, Brandi Van Roo, Stephen Zisk (Planning/Conservation Agent), William Cundiff (Town Engineer) and Maria Chesley (Administrative Secretary). Absent was Leon Mosczynski and Angela Saunders (Associate Member).

7:01 PM EXECUTIVE SESSION: To discuss the positions of Staff Members
At 7:01pm, a MOTION was made by Yacino to go to Executive Session to discuss the positions of Staff Members and to allow Stephen Zisk and William Cundiff to remain, seconded by Brown.

Cundiff said that Michael Guzinski (Executive Administrator) and Jeanne Lovett (Town Accountant) spoke to him about the Wetland Protection Fund and their need for revenue. Cundiff submitted a spread sheet showing the balances of the Fund from FY00 to FY08. Fy08 currently has a balance of $81,506.23. After discussion, Yacino said that he would draft a letter to the Board of Selectmen allowing them to use up to $5,000 per year for the next five (5) years. A MOTION was made by Van Roo to approve and support this letter to the Board of Selectmen allowing them to use up to $5,000 for the next five (5) years from the Conservation Commission’s Wetland Protection Fund, seconded by Brown. VOTE UNANIMOUS.

7:30 PM BLACKSTONE VALLEY PAVING: FINES
Zisk told the Commission that if they wanted to pursue Blackstone Valley Paving they would have to file a Criminal Complaint Form. Dube said that this would cost the town a lot of money. Windoloski agreed and said that there are no witnesses either. After discussion, a MOTION was made by Yacino suggesting that the Commission not go forward with this complaint in court but for the Commission to watch Blackstone Valley Paving in the future, seconded by Brown. VOTE UNANIMOUS.

7:45 PM TOWN WELLS
Yacino said that he has been doing research in the Board of Health Office regarding wells. There were no records prior to 1987. He said that out of 695 wells 25% tested badly. Contamination included odor, color, iron, magnesium, chloroform, radon, etc. He will be attending a meeting with the Board of Health on March 3, 2008 and the Board of Selectmen on March 4, 2008. Yacino said that he wants a letter to go out to 158 homeowners suggesting that they have their wells tested. The proposed process would be to have the homeowners come in on a Saturday, pick up the sample packets, bring a check in the amount of $95 made payable to the lab company and then return their sample to the office that same morning. Yacino will then bring the samples to the lab and the results will be mailed to the homeowners. It will be at the homeowners’ discretion to correct any contamination. It was a consensus of the Commission to support Yacino and thanked him for his hard work. Yacino said he would keep the Commission informed of his progress.

At 7:54pm, a MOTION was made by Brown to come out of Executive Session and go to Regular Session, seconded by Windoloski.
