Meeting Minutes – Prior to STM
June 21, 2010
Approved July 13, 2010



• Chairman Michael Hughes called the meeting to order at 6:40 pm in the High School Auditorium. In attendance: Paula Brouillette, Mitch Cohen, Jeffrey LaPorte, Executive Administrator Michael Guzinski, Administrative Assistant Suzanne Kane, Water/Sewer System Manager Robert Sullivan, Town Counsel Rich Bowen, American Pro Wind Ernesto Capparrotta and Rod Jané. Timothy Bonin was absent.

• Manchaug Road Sewer Project:
Attached to the minutes is an email from Atty Richard Holland, to Robert Sullivan, dated June 15, 2010, subject: Naughton Bid Protest:
Based on the Attorney General’s decision; Robert Sullivan joined the meeting to ask the board to rescind the contract awarded to D & F Afonso Builders on May 18th, and award it to C. Naughton Corp. The Corporation has 10 days to give the town bonds and paperwork. Jeffrey LaPorte made a motion to rescind the May 18th Manchaug Road Sewer Project award to D & F Afonso Builders and award the contract to C. Naughton Corp. Paula Brouillette seconded the motion. All – aye.

• STM Article 1. Wind Energy Conversion Facilities Bylaw Amendment:
Attached to the minutes is the Voter Information Bulletin for the STM, June 21, 2010.
Ernesto Capparrotta and Rod Jané joined the meeting to ask the board to support the article and motion. Jeffrey LaPorte made a motion to support the amendment to the wind bylaw. Mitch Cohen seconded the motion. Discussion on the Site Plan Review process. On the vote: All – aye.

• Mansion in the Woods:
Michael Guzinski reported there would be a staff meeting tomorrow concerning the safety issues at Mansion in the Woods. Mitch Cohen confirmed that the owners and attorney are aware that the board gave full authority to the staff to make safety decisions. Referring to the three special one day alcohol waivers approved by the board at their last meeting; Paula Brouillette made a motion to instruct office staff to secure documents from the catering firms associated with the waivers. Mitch Cohen seconded the motion. All – aye.

• Adjournment:
Paula Brouillette made a motion to adjourn at 6:50 pm. Mitch Cohen seconded the motion. All – aye.
