The meeting was called to order at 7:00pm.

ATTENDANCE
Vice Chairman Michael Yacino, Leon Mosczynski, Linda Brown, Ralph Dudley, Brandi Van Roo, David Windoloski, Kelley Donley (Associate Member), Tracy Sharkey (Associate Member), Stephen Zisk (Planning/Conservation Agent) and William Cundiff (Town Engineer). Absent was Chairwoman Marylynne Dube.

7:00 PM DISCUSSION
1. Katherine Bain, 133 Shore Road. Bain asked the Commission if her Public Hearing on July 6, 2010 be at 7:45pm. The Commission had no problem with this request.
2. Ed’s Construction, 88 West Street. The Commission received a letter from Scott Rabideau of Natural Resource Services, on behalf of the Applicant, dated 6/1/10 requesting that the Public Hearing Continuance scheduled for 6/21/10 @ 7:30pm be rescheduled to 7/6/10 @ 7:30pm due to the continuation of the Annual Town Meeting. A Motion was made by Brown to continue the Public Hearing on Tuesday, July 6 @ 7:30pm, seconded by Dudley. Vote was unanimous.
3. Meeting Minutes of 4/20/10 are on hold for clarification.
4. Meeting Minutes of 5/4/10. After review, a Motion was made by Brown to approve the Meeting Minutes of May 4, 2010, as written, seconded by Dudley. Vote: Yes- 4, Abstained-2. Vote passed.
5. Meeting Minutes of 5/17/10. After review, a Motion was made by Brown to approve the Meeting Minutes of May 17, 2010, as amended, seconded by Mosczynski. Vote was unanimous.
6. Request for a Certificate of Compliance: Jeffrey Miller, 26 Northwest Main Street. The Commission scheduled a site walk for Monday, June 28, 2010 at 6:00pm.

7:30 PM DEP #143-0 (NOI) PUBLIC HEARING – 45 Crescent Lane, Lot #10 / NATURE VIEW, LLC
Applicant Ross Smith was present. The previous Order of Conditions had expired. The Department of Fisheries & Wildlife said that there were no adverse impacts. There was a concern of a washout and pipe on the emergency access road to the side of the lot. Cundiff will see if this pertains to the subdivision property. After discussion, a Motion was made by Brown to close the Public Hearing and issue and Order of Conditions, seconded by Dudley. Vote was unanimous.



7:45 PM DEP #143-0 (NOI) PUBLIC HEARING – 41 Crescent Lane, Lot #11 / NATURE VIEW, LLC
Applicant Ross Smith was present. The previous Order of Conditions had expired. This Hearing is the same as the above for Lot #10. After discussion, a Motion was made by Brown to close the Public Hearing and issue and Order of Conditions, seconded by Mosczynski. Vote was unanimous.

8:00 PM (RDA) PUBLIC MEETING – 50 Birch Street / VIENNEAU, DAVID
Present was the Applicant/Owner Christine Vienneau. Requesting permission to construct a 7-foot by 9-foot chicken coop shed, which is located 95-feet from an intermittent stream. After discussion, a Motion was made by Brown to issue a Negative Determination of Applicability, seconded by Van Roo. Vote was unanimous.

2. Extension Permit for Order of Conditions: Bryan Burnett, 71 Yew Street (DEP #143-0762)

ADJOURNMENT
At 8:10pm, a Motion was made by Van Roo to adjourn the meeting, seconded by Brown. Vote was unanimous.
