BUILDING FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
APRIL 21, 2010

A meeting of the Building Facilities Construction Committee was held on April 21, 2010 in the Municipal Center. The meeting was called to order at 7:14 PM. Ms. Mosczynski noted that due to the lack of members present this meeting would be for informational purposes only.

ATTENDANCE
PRESENT: Shirley Mosczynski, Virginia Howe, William Cundiff (Town Engineer).
ABSENT: William McConnell, Sean Holland.

GREEN COMMUNITIES ACT
Mr. Cundiff introduced Kelly Brown, Central Regional Green Communities Coordinator. Ms. Brown gave a brief background of her experience and of the Green Communities Act. She gave a slide presentation. Areas that she discussed include: Green Communities Division, areas that can be addressed to reduce energy costs, programs and support for communities, performance contracting, web based energy management, Green Communities Grant Program and the qualification criteria, FY2010 designation and grant application timeline, background on the grant program, benefits of becoming a Green Community, and review of resources and contacts. Discussion held.

WIND TURBINE FEASIBILITY STUDY – SCHOOL CAMPUS
Mr. Cundiff introduced Bruce Haskell, CDM. He noted that the Board of Selectmen has signed a letter of agreement with CDM for the preparation of a Grant Wind Turbine Feasibility Study at the school site.
Mr. Haskell discussed the feasibility study. Areas that will be reviewed include: site criteria, electrical usage, what size turbine would make sense for the site as well as measuring the power generation of the site. In addition, the study will determine the best methods for the procurement of the turbine. He noted some of the problems that will have to be addressed. Mr. Cundiff noted the possibility of utilizing the data from Wind Pro. Mr. Haskell noted that the application for grant is due May 4, 2010. Mr. Cundiff discussed the development of new Bylaws which would make this an allowable use requiring a special permit. Mr. Haskell will work with Mr. Cundiff on the application. Some discussion held. Ms. Mosczynski inquired about restrictions regarding power connection crossing roads. This will be looked into.

OTHER BUSINESS
Mr. Cundiff reported that he has not received an update yet regarding the Manchaug Road sewer extension. With regard to the Mass Energy Insight, he is still working to get authorization in order to access the school building data. Ms. Mosczynski suggested that an email be sent to the other members encouraging them to view this informative meeting online and to think about the best time to meet again.
