BUILDING FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
SEPTEMBER 16, 2010

A meeting of the Building Facilities Construction Committee was held on September 16, 2010 in the Municipal Center. The meeting was called to order at 7:50 PM.

ATTENDANCE
PRESENT: Shirley Mosczynski, Linda Brown, William McConnell (Chairman), Sean Holland (Vice Chairman), William Cundiff (Town Engineer).
ABSENT: Virginia Howe.

NEW MEMBER
Members of the Committee welcomed Ms. Brown as a new member to the Committee.

SOLAR DISCUSSION – ROB CHERRIER, SOUTHERN SKY RENEWABLE ENERGY
Mr. Cundiff gave a brief overview of the solar potential at the landfill for municipal use. He noted concerns regarding the integrity of the landfill cap because of how long ago it was installed and the permitting process that is associated with that. He noted that he has spoken with several vendors and Mr. Cherrier from Southern Sky Renewable Energy is here to speak to this group as the Energy Committee.
Mr. Cherrier gave some background on Southern Sky Renewable Energy. He indicated that the landfill site would not be large enough to handle all of the municipal needs. He noted that up to 6 mega watts can be installed under the Green Communities Act and suggested a larger site be found. He also discussed the potential of having a developer installing and selling the power to the Town at a discount.
Mr. Cundiff suggested Town’s energy consumption be determined. Based upon that number, it could be determined the size of the site needed. A long term lease agreement could be developed and put out to bid to include power purchase agreement for a set period of time. Some discussion held regarding the process of compiling usage by department. Mr. Cundiff discussed the use of MA Energy Insight, a program by the State for this purpose. It was the consensus of the Committee to move forward with this and to report to the Board of Selectmen.

MANCHAUG ROAD SEWER UPDATE
Mr. Cundiff noted a memo included in the packet from the Sewer Superintendent regarding the Manchaug Road Project. This project is complete. All the invoices have not yet been received; however, the overall project was reduced in value by approximately $10,000. The first customer has connected to the system. The Superintendent will provide an itemized breakdown of the costs.

LIBRARY PROJECT
Mr. Cundiff noted a memo in the packet requesting some input from this Committee on establishing the appropriate scope and estimated cost of the Library Project and the Safety Complex. He reviewed the summary of costs including the Architects and Engineering fees of $49,000. He indicated that this will be presented at the Special Town Meeting in November. Some discussion held.
It was noted that the Library Trustees have worked with the Architect to develop this proposal and estimate which the BFCC has not participated in. It is the consensus of the Committee to rely on the Trustees and the Architect regarding this estimate. It was noted however, that in some cases of renovations, the fees have been found to be in the order of 5 to 10 percent of the construction value.

POLICE SAFETY COMPLEX – DISCUSSION
Mr. Cundiff noted the Building Needs Assessment done by Mr. VanVoorhis in which the Police Station was found to be a priority. It was the consensus of the Committee at that time that the Police Station be located in the general location of the Fire Department forming a Safety Complex. He reviewed some of the concerns with the site. Due to public concern regarding the dollar amount, Mr. Cundiff did a survey of recently completed Police Stations which validated the numbers developed with the Needs Assessment.
With regard to the scope for the preliminary design, Mr. Cundiff reviewed the Site Evaluation and Preliminary Design of the Highway and Safety Complex included in the packet. He indicated that the cost for an architect to do a preliminary design would be in the range of $50,000 to $100,000, however further work will be done with the architects. It was the consensus of the Committee to move forward.

WIND TURBINE FEASIBILITY STUDY/SCHOOL CAMPUS – AWARD OF $85,000 GRANT FROM MASS CEC UPDATE
Mr. McConnell indicated he would recuse himself from the discussion of the Wind Turbine Feasibility Study at the School campus. Therefore, this was tabled due to not having a quorum for any decision making.

GREEN COMMUNITIES ACT – STATUS
Mr. Cundiff noted the Board of Selectmen voted, at the recommendation of this Committee, to apply for the planning assistance funding to map out a 5 year plan to comply with the Green Communities Act. Mr. Cundiff is still in the process of preparing the paperwork for submittal.

INTERMEDIATE/ELEMENTARY SCHOOL PROJECT STATUS UPDATE
Mr. Cohen joined the meeting. He gave an update on the Intermediate/Elementary School Project Update. He noted a recent meeting held at the MSBA with a subcommittee and Douglas representatives and discussed the preferred choice of project which involves a repair of the Intermediate School as well as a new building. The benefits of this choice were reviewed. A full MSBA Board will review this on September 29, 2010.
Mr. Cohen discussed the possibility of participating in the Green Repair Program for the Intermediate School. This is the same reimbursement rate and would involve beginning the process of repair in the summer of 2012.
Mr. Cohen noted the project will be reimbursed at a rate of 53% for eligible costs. He reviewed the process going forward. Ms. Mosczynski noted concern that participation in the Green Repair Program not jeopardize any other part of the project. Mr. Cohen agreed that this will be an area that will be reviewed prior to participation. Some discussion held.


MINUTES – AUGUST 18, 2010
The minutes of August 18, 2010 were tabled until the next meeting.

ADJOURNMENT
The next meeting will be Wednesday, October 20, 2010. Ms. Brown made a motion to adjourn the meeting at 8:57 PM. Ms. Mosczynski seconded the motion. Vote unanimous.
