October 23, 2014 Capital Meeting

October 23, 2014

A meeting of the Capital Improvement Committee (CIC) was held on October 23, 2014 in the Municipal Center Resource Room. Mr. Vinson called the meeting to order at 2:10 PM.

PRESENT: Kent Vinson (Chairman), Ellie Chesebrough, John Furno, Don Gonynor (Vice Chairman), Shirley Mosczynski, Mike Guzinski (Town Administrator), Nancy Spitulnik (Interim School Superintendent), Cortney Keegan (School Business & Operations Manager)
ABSENT: Brandon Auger, Paula Brouillette

1. Discuss Rating forms and FY16 CIC Timeline
In the packet, Mr. Guzinski included rating forms from different towns. Mr. Gonynor feels the sheets that go to the department heads are fine. Ms. Mosczynski and Mr. Vinson feel that the rating form they currently use is good, but could use a few adjustments. Mr. Guzinski suggested that the members put together a list of suggestions to discuss at the next meeting. Mr. Guzinski will also come up with some recommendations. Adding a heading for “Public Safety” and tracking how many years an item has been requested was discussed. Mr. Guzinski will review the prior Capital Plans from the past ten years to see for how many years each item has been requested.
Mr. Guzinski handed out a timeline for the Committee’s work for FY16. He will send out the request forms in the next couple of weeks and ask that the department heads return their requests by mid-December.

2. Approve Minutes of September 18, 2014.
Ms. Mosczynski made a motion to approve the September 18, 2014 Capital Improvement Committee meeting minutes as amended. Mr. Gonynor seconded the motion. Vote: Unanimous.

3. Other Business
Mr. Guzinski gave updates on the capital projects approved at last year’s town meeting. He will email the Water/Sewer Superintendent’s update on the water booster station project to the CIC members. Regarding the Municipal Building Project, HVAC, windows and gym roof, the Town Engineer has been meeting with the Building Facilities Construction Committee (BFCC). They are about to do an RFQ for architectural services. It will be before the Board of Selectmen (BOS) next week. The primary school roof has been discussed as part of that project. They are hoping to have these projects completed by this time next year.
The financial software is being installed. It takes months to get it fully in place and integrated.
Mr. Furno stated that the one-ton pick-up has been purchased by the Highway Dept. and has been in service for approximately eight weeks. They purchased the backhoe and it is in service. The large dump truck with plow and sander has been delivered to International and is in the body shop to have the dump body put on and the plow and sander installed. He expects delivery by December 1, 2014.
Chief Vinson stated that they have had Car 1 for a number of months and it is working well. A command post can be run from it. It is a Ford Explorer. The Chief did some research and decided against the Expedition. The Jaws of Life have been ordered and should be here in about four weeks. He is getting ready to order the Self-Contained Breathing Apparatuses. The firefighters have decided to change brands.
Ms. Keegan stated that they hope to have the security cameras installed in the schools by the end of December. They have obtained a couple quotes for the water heater repairs and they need to get a third.
Mr. Guzinski and Mr. Vinson will draft a letter to the Water/Sewer Superintendent and School Dept. to ask the how the funding for future capital projects will be split between the Town and enterprise fund/operating budget. They will present the letter to the CIC at the next meeting for review. A discussion was held.
The date of the next meeting will be December 18, 2014 at 2:00 PM.

4. Adjournment
Mr. Gonynor made a motion to adjourn the meeting at 2:52 PM. Mr. Furno seconded the motion. Vote: Unanimous.
