DOUGLAS BOARD OF HEALTH
MINUTES OF JANUARY 3, 2012
All material presented at this meeting can be found in the Board of Health office files.

The regular monthly meeting of the Douglas Board of Health was called to order at 6:00 PM by Chairman Justin Lapham.

PRESENT: Justin Lapham, David McCallum, Steven Donatelli, Philip Smith, Marleen Bacon and Arthur Griffin.

MINUTES OF NOVEMBER 29, 2011: Steven Donatelli made a motion to accept the minutes of November 29, 2011 as written. Motion was seconded by Philip Smith and passed by a unanimous vote.

42 OAK STREET: The Board of Health had received a request for comments from the Community Development Department regarding the installation of a drainage easement on private property located at 42 Oak Street. Mr. Malley’s comments were presented at this meeting and stated that the septic system design plan showed a private drinking water source which appeared to be located very close to the area of disturbance. The supplied sketch of the work area did not indicate the location of the well and Mr. Malley spoke with Mr. Cundiff regarding this issue. Mr. Cundiff stated that his department was aware of the location of the well. All of this was stated in Mr. Malley’s report to the Board of Health. After discussion, Steven Donatelli made a motion to submit Mr. Malley’s comments to the Community Development Department as written for their January 10, 2012 Scenic Road Permit hearing. Motion was seconded by David McCallum and passed unanimously.

BUDGET Fy 13: A memo will be sent to the Personnel Board asking if they have completed their review of job descriptions and if so would they forward their results to the Board of Health office as any changes could affect the Fy 13 budget preparation.
Discussion was held on raising the cost of a Food Service permit for 2013 or to find some other means of covering the increased cost of the twice a year required inspections.
David McCallum made a motion to authorize a step increase (pending the employee evaluations) from MS1, step 1 to MS1, step 2 for Arthur Griffin and Steven MacLeod on the proposed Fy 13 Transfer Station budget. The other two employees will receive the cost of living allowance. Motion was seconded by Steven Donatelli and passed unanimously.
Steven Donatelli made a motion to approve (with these changes made) and submit the proposed Fy 13 Board of Health and Transfer Station budgets. Motion was seconded by David McCallum and passed unanimously.

EMPLOYEE EVALUATIONS: Mr. McCallum volunteered to prepare the Board of Health staff and Transfer Station employee evaluation forms. The two new Transfer Station employees will not be evaluated until February 29, 2012.

TRANSFER STATION WINDOWS: The RFQ’s for replacement windows at the Transfer Station had been sent out with no replies. This will require further investigation.

OLD/NEW BUSINESS: Mr. McCallum noted that Arthur Griffin had done an excellent job cutting the brush along the capped landfill fence.
Mr. Lapham stated that all the Transfer Station employees have received their copies of the Transfer Station manuals.
The new sandwich board sign is being used at the Transfer Station and some of the old signs will be taken down.
Mr. Lapham stated that he had noticed many vehicles coming into the Transfer Station that did not have a permit in their window. This could be due to a number of different reasons and the employees on site need to be more diligent in checking vehicles for permits.
Mr. McCallum stated that B-P had left the wrong cardboard container and that he had instructed the employees to fill the box as best they could.
The 2-way radios have been delivered to the Transfer Station for use by the employees.

NEXT MEETING: The next regular monthly meeting will be held on Tuesday, February 7, 2012 at 6 PM.

Steven Donatelli made a motion to adjourn this meeting at 6:50 PM. Motion was seconded by Philip Smith and passed unanimously.
