DOUGLAS PERSONNEL BOARD

April 19, 2011



Members Present: Ellie Chesebrough, Debby Heinz, BettyAnn McCallum
Non Members: Mike Guzinski, Jeanne Lovett, Suzanne Kane, Jeffrey King

 MINUTES: Accepted unanimously as amended from March 22, 2011.

 POLICY BOOK: Mike presented the edited copy of the Personnel Policies and Procedures manual. Changes were reviewed and approved. Mike will have Town Counsel review 6.2 Military Leave.
VOTED UNANIMOUSLY to send the Personnel Policies and Procedures manual to the Selectmen for final approval.

 JOB DESCRIPTIONS FOR FINANCE DEPARTMENT: Jeanne feels that until the Finance Department is up and running, it will be difficult to present job descriptions for the positions involved. She will be doing a presentation of how the Finance Department will be structured in June and feels that final job descriptions would be ready in the fall.

 EXECUTIVE SESSION: The Board went into executive session to discuss an application to use the sick bank.

 CONFIDENTIALITY: Because some of the job ratings did not include a score for handling confidential material, Debby will review each position and add a score to the chart.

 PERSONNEL BYLAW: BettyAnn will retype the bylaw with the proposed changes regarding sick days and holidays for limited part-time and seasonal employees. Also, personnel assistant will be changed to Town Administrator. The word “may” will be changed to “shall” under Tuition Reimbursement. The last sentence under Bereavement will be stricken.

 NEXT MEETING: Tuesday, May 17, 2011, at 2:00 p.m. Debby will post it.
