DOUGLAS PERSONNEL BOARD

November 3, 2011

PUBLIC HEARING

The meeting began with a public hearing on the Personnel Bylaw as it appears on the warrant for the November 14, 2011, Special Town Meeting. Ellie Chesebrough gave a brief chronology of how we arrived at the changes being made as follows:
August 2, 2007: Board first looked at interpretation of holiday pay for part-time
Employees
August 30, 2007: Tie vote on holiday pay
October 28, 2007: Tie vote—wording will remain as
Holiday pay for full-time and regular part-time, non-exempt employees shall
be paid for the hours normally scheduled for that day. Limited part-time
and seasonal employees shall not receive holiday pay.
November 27, 2007: Asked to table article at STM because of union negotiations
March 30, 2010: Jeanne & Mike proposed that we change holiday benefits to 19 hrs. wk.
April 13, 2010: We discussed either giving benefits to all limited part-timers or none
October 19, 2010: Jeanne & Mike asked us to postpone submitting bylaw to town
meeting
October 6, 2011: Jeanne & Mike felt that limited part-timer should receive holiday, sick
and bereavement benefits

The following comments and concerns were voiced:
 There has not been enough notice or input from employees regarding changes being made to the bylaw
 Employees mostly questioned our reasons for the changes regarding benefits, especially for limited part-time people
 Better clarification and definition of what a limited part-time employee is
 How present employees would be effected by changes
 What the financial impact would be on departments if changes were made
 Employees should be clearly told what benefits they will or will not receive when hired

• BENEFITS: All Board members agreed that no benefits would be taken away from employees that are receiving them now.
• MINUTES: Bill will instruct us on getting minutes onto the town web page and BettyAnn will file up-to-date minutes with the Town Clerk

VOTE: THE BOARD VOTED TO TABLE ARTICLE 15 ON THE WARRANT FOR THE NOVEMBER 14TH SPECIAL TOWN MEETING REGARDING CHANGES TO THE PERSONNEL BYLAW. THE VOTE WAS UNANIMOUS.
