December 21, 2016 BFCC Meeting

DECEMBER 21, 2016

A meeting of the Building & Facilities Construction Committee (BFCC) was held on
December 21, 2016 at the Municipal Center. Mr. Holland called the meeting to order at 7:02 PM.

PRESENT: Sean Holland (Chairman), Linda Brown, Michael Fitzpatrick, Virginia Howe, Shirley Mosczynski (Vice Chairperson), Rebekka O’Melia
NON-VOTING: William Cundiff (Town Engineer)

-Municipal HVAC Project
Mr. Cundiff stated that the HVAC project is 100% complete. The final payment request has been submitted and approved.
Mr. Cundiff will ask George O’Neil of Gorman Richardson Lewis Architects (GRLA) what the resolution with the pump was. Mr. Fitzpatrick also asked what the efficiency of the boiler is.
-Municipal Roof and Windows and Primary School Roof Projects
Mr. Cundiff stated that a second pay requisition has been received. There is still a balance and some work that remains to be done. A minor drip occurred a week ago. Greenwood has repaired it. There is still some clean up on the site that needs to be done. Mr. O’Neil still needs to do a final punch list.
Mr. Cundiff reviewed a chart of where they are financially with the project. He will talk with Mr. O’Neil regarding pricing to prepare plans and specs for windows.
Mr. Fitzpatrick feels that the bubbles on the roof are due to an application error-the material adhered before it could be properly set in place. Mr. Fitzpatrick is concerned that the roofing manufacturer may not warranty the roof with the bubbles. The bubbles will not cause a problem if moisture does not get in the substrate. Mr. Cundiff clarified that if the manufacturer warranties the roof, they are accepting the condition of the roof.
Mr. Fitzpatrick would like the manufacturer’s input regarding the fastening schedule.
Ms. O’Melia is concerned about the ponding on the roof. Mr. Cundiff will raise this issue with Mr. O’Neil.

Mr. Cundiff stated that after an action plan was prepared, there was a meeting at which the Stretch Code was the main topic of discussion. The Stretch Code was the reason the committee chose not to pursue the Green Communities Act.
The Community Compact Agreement is a state-funded program for economic development. The Town Administrator did apply in three areas, one of which is for a consultant for technical assistance with Green Communities.
Mr. Cundiff has not talked with other administrators in Green Communities towns.

3. MEETING MINUTES: November 11, 2016
Ms. Brown made a motion to approve the November 11, 2016 BFCC meeting minutes as presented. Mr. Fitzpatrick seconded the motion. Vote: Unanimous.

Mr. Cundiff provided a copy of a memo that was sent to the Town departments reminding them of the provisions of the bylaw. A discussion was held regarding projects going on at the library and the procurement laws. Mr. Fitzpatrick suggested that the committee members view the recording of the November 29, 2016 meeting of the Library Board of Trustees.
It was the consensus of the BFCC to have Mr. Cundiff draft a memo to the Library Board of Trustees inquiring as to any current projects being contemplated that would involve the obligations of the BFCC. Mr. Cundiff will send a copy of the memo to the BFCC before it goes out. Mr. Cundiff will speak with Joe Biagioni, Chair of the Library Board of Trustees.

Ms. Howe made a motion to adjourn the meeting at 7:48 PM. Mr. Fitzpatrick seconded the motion. Vote: Unanimous.
