Trustee Meeting

Present: Joe Biagioni, Barbara Van Reed, Ellie Chesebrough, Ramona Lachapelle, Kate Anderson, and Justin Snook.
Absent: Danielle Morrow, Betty Holden, and Kevin Sughrue.

The meeting was called to order at 7:35 PM

The minutes for February 28, 2017 were accepted.

Director’s Report
• The Blackstone Valley Gardeners will be presenting a program on raised beds gardening on April 18th at 6:30 PM.
• A Teens Movie Night has been scheduled to watch “The Outsiders” on Thursday, March 30 at 6 PM.
• Director Snook has as an aim to not book any program that costs more than $200.
• Director Snook will be taking Mondays off and leaving another day at 2:30 for paternity leave.
• The Blackstone Libraries as a consortia has purchased Ancestry.com resulting in a savings for those libraries participating. If the Douglas Library joined as an individual it would have cost $1,500.00/year. By joining as a consortia member by April 1st it costs $916.00/year.
Old Business
Building Renovation
• Biagioni has cut the trees that were in danger of falling down by the Douglas House of Pizza. He will be in touch with Highway Superintendent John Furno and Town Engineer Bill Cundiff concerning next steps to completing the parking lot.
• Phase 2 of the carpeting which addresses stairs as well as the Wallis Room will be done Friday, March 31 and Friday, April 7.
Chesebrough reported that the 2017 membership campaign has reach 2/3 of its goal to date.
FY2018 Budget
The Board of Selectmen will be meeting April 4 FY2018 budgets. FinComm’s Public Hearing for FY 2018 budget will be held April 11. 2017.
Vanguard Accounts
Lachapelle reported that the Vanguard accounts have been closed and the checks had arrived. A motion was made, seconded and passed unanimously to transfer the $10,000 capital from the Richard Douglas account to Bartholomew with accrued interest to be used for book purchases in a separate account. It was also moved, second and approved unanimously that the Unibank checking account into which interest had been placed from the Richard Douglas account be add to the Bartholomew separate account for book purchases.
It was reported that Finance Director Lovett has determined that the $35,000 additional funds cannot be put into a Bartholomew account. Chesebrough questioned this determination and will look into it further.
New Business
Director Snook will present a fine policy more in line with C/W MARS’ policy at the next meeting.

The next meeting is scheduled for April 25, 2017.

The meeting adjourned at 8:28 PM.
