BUILDING & FACILITIES CONSTRUCTION COMMITTEE
MEETING MINUTES
SEPTEMBER 27, 2017

A meeting of the Building & Facilities Construction Committee (BFCC) was held on
September 27, 2017 at the Municipal Center. Mr. Holland called the meeting to order at 7:01 PM.

ATTENDANCE
PRESENT: Sean Holland (Chairman), Linda Brown, Michael Fitzpatrick, Virginia Howe, Shirley Mosczynski (Vice Chairperson), Rebekka O’Melia
NON-VOTING: William Cundiff (Town Engineer), Adam Furno (Facilities Maintenance Manager)
ABSENT:

1. MUNICIPAL BUILDING & PRIMARY SCHOOL ROOF CAPITAL PROJECTS:
-Gorman Richardson Lewis Architects (GRLA) ASA-8 Update
Mr. Cundiff stated that the Interim Town Administrator authorized the contract amendment and the architect was paid.
-Windows
Mr. Cundiff stated that Varieka did not properly apply the flashing around the windows. They took ownership and repaired every window.
There is an outstanding manufacturing issue on approximately five windows. There is a 0.5” split in the frames where the bottom locking mechanism is. The manufacturer and architect will be coming out to look at those windows. There is one window in the mail room that has not been replaced. They are waiting for the manufacturer to ship that window. The project is well ahead of schedule.
Water testing of the windows did not need to be done because Varieka fixed the windows.
-Budget
Mr. Cundiff distributed an up-to-date budget. The balance for the project is $217,000. Subtracting committed funds leaves approximately $79,000. Varieka has submitted a change order for $1,485.
Ms. Brown made a motion to recommend to the Town Administer that change order #1 be authorized for the windows contract. Ms. Mosczynski seconded the motion. Vote: Unanimous.
-Window Treatments Proposal
Window treatments were removed on all the windows and putting them back up is not feasible. Mr. Cundiff distributed the original warrant article. The Town Finance Director has taken the position that the description in the original warrant article does not include the scope for window treatments. Mr. Adam Furno solicited a proposal for 22 new blinds in the amount of $6,000. A discussion was held. It was the BFCC’s position that the scope of work would include window treatments.
Mr. Fitzpatrick made a motion to recommend to the Town Administrator that the window system include blinds and to apply the balance of funds toward the treatments. Ms. Brown seconded the motion. Vote: Unanimous.

2. MUNICIPAL FIRE ALARM
Mr. Cundiff presented a scope of work from GRLA. Mr. Cundiff feels there is some redundancy from what may have already occurred and been paid for under the ASA 2 Municipal Improvements Contract. Front end bid documents for the fire alarm system were done when the fire alarm system went out to bid as part of the Municipal Center HVAC project. Mr. Cundiff suggested contacting GGD Electrical or Simplex directly. Mr. Furno stated that he received a proposal from GGD in September, 2015. A discussion was held. It was the consensus of the BFCC to talk to GGD and ask if they can provide the bid documents. Mr. Furno will also contact Simplex.

3. MUNICIPAL CENTER GYMNASIUM WINDOWS
Mr. Cundiff stated that GRLA submitted a proposal for the gym windows. They submitted for the architect design in the amount of $30,000. Ms. Brown suggested bricking up the windows. Mr. Furno stated that the lights in the gym are not very powerful. The gym is used mostly during the day.
Mr. Furno will contact Modern Architectural Glazing for an updated proposal. Their last quote is from 2014.

4. GREEN ENERGY
Mr. Cundiff has been working with Central Mass. Regional Planning Commission (CMRPC) to establish an energy baseline usage among all the buildings. Town Counsel is working on a letter to say that the bylaws are in compliance with the requirements for by-right zoning for wind turbines.
The Metro Regional Planning Commission has a state grant through the Dept. of Energy and Resources to assist towns in retrofitting municipal street lighting with LED lights. National Grid will replace all the lighting with LED fixtures at no cost. Mr. Wojcik, Town Administrator, feels it would make sense to take ownership of the fixtures. Mr. Cundiff and Mr. Wojcik will be looking into it and making a recommendation.
Ms. Mosczynski recalled a discussion where it was thought that owning the lights would put too much responsibility on the Town. Mr. Cundiff has brought that sentiment forward to the Board of Selectmen. Mr. Wojcik has specific cost savings experience with LED street lighting.

5. NORTH STREET WALL REPAIR
Mr. Cundiff described the repairs to the North Street Bridge to reinforce the wall. The repair is being funded with Chapter 90 funds in the amount of $158,862. This project will exhaust Douglas’ Chapter 90 funds for the year. Greenman Pedersen has put together the design plans. The engineering cost approximately $51,000. The completion date is targeted for October 1, 2017.

6. MEETING MINUTES: July 12, 2017
Ms. Brown made a motion to approve the July 12, 2017 BFCC meeting minutes as presented. Ms. Howe seconded the motion. Vote: Unanimous.

7. OTHER BUSINESS:
Mr. Fitzpatrick stated that the library windows need to be painted. Mr. Cundiff shared that information with a past Town Administrator. He will send out an email to the new Town Administrator and copy Mr. Furno and Justin Snook, Library Director.
Mr. Cundiff stated that Douglas received $30,000 to improve IT infrastructure in the Municipal Center.

8. ADJOURNMENT
Ms. Mosczynski made a motion to adjourn the BFCC meeting at 8:12 PM. Ms. Brown seconded the motion. Vote: Unanimous.
