November 15, 2017 BFCC meeting

NOVEMBER 15, 2017

A meeting of the Building & Facilities Construction Committee (BFCC) was held on
November 15, 2017 at the Municipal Center. Ms. Mosczynski called the meeting to order at 7:01 PM.

PRESENT: Linda Brown, Michael Fitzpatrick, Shirley Mosczynski (Vice Chairperson), Rebekka O’Melia
NON-VOTING: William Cundiff (Town Engineer)
ABSENT: Sean Holland (Chairman), Virginia Howe

Mr. Cundiff stated that the amount of uncommitted funds is approximately $27,000, with approximately only $15,000 remaining to pay out.
-Primary School Roof & Gym Roof
There was a significant rain event at the end of October where 5” of rain fell over a period of eight hours. During that time, there were leaks in roofs that were newly installed; in the municipal area, gym and primary school. Jeff Kollett, School Facilities Manager, replaced some ceiling tiles at the primary school. The damage is still being assessed.
Mr. Cundiff submitted a copy of a report that George O’Neil of Gorman Richardson Lewis Architects (GRLA) submitted after the rain event. The report has been shared with Greenwood and Versico. Mr. Fitzpatrick, Adam Furno, Facilities Maintenance Manager and Mr. O’Neil met at the site. Mr. Cundiff took photos of the roofs. A number of concerns were noted. There seems to be a consistent, uniform issue with something underneath the membrane. Mr. Fitzpatrick suspects that it is debris from when the parapet wall was done. This particular issue is not in Mr. O’Neil’s report. Mr. O’Neil responded to Mr. Cundiff that it might be something coming up from the surface of the roof, not something that was not cleaned off the roof. Mr. Cundiff feels a closer look is necessary.
Mr. Cundiff wonders if this issue was missed during inspections. Mr. Cundiff spoke with Town Counsel who suggested soliciting an independent review, relative to the design parameters, from some other roofing contractors.
Mr. Fitzpatrick noticed the statement “non-Versico roofing products installed.” Mr. Fitzpatrick would like those products identified. Mr. Fitzpatrick stated that the fastenings are not 12” on center.
Also, roof patches were applied in a variety of different manners. The sealant was able to be lifted in a number of areas. This was noted in Mr. O’Neil’s report.
The manufacturer will warranty a standing water area, as long as it is not over a joint, seam or patched area. Regarding the ponding area, the issues should be solved by running and sealing another membrane over that area. This area is under Greenwood’s two-year warranty and a response is awaiting from Greenwood.
Other issues include faulty repairs, incomplete adhesion of sealant, and a leak at the transition wall in the locker room area. Mr. Furno had the outside of the gym window in that area sealed after the rain event. Mr. Cundiff is in the processing of preparing a report for Mr. O’Neil.
From Versico’s perspective, the school roof and the gym roof are not finished projects. The warranties contain early release warranties, which mean that Versico still has a punch list with Greenwood. The warranty is valid.
Mr. Cundiff feels an independent roofing contractor should be sought to look at all these issues for the gym and primary school roofs and to make recommendations. A discussion was held. It was the consensus of the BFCC to recommend to the Board of Selectmen to hire an outside consultant to do a peer review of the installation and design of the primary school and Municipal Center gymnasium roofs, and to generate a report utilizing the design documents vs. the manufacturer’s installation procedures vs. what was done in the field.

5. MEETING MINUTES: October 25, 2017
Ms. Brown made a motion to approve the October 25, 2017 BFCC meeting minutes as presented. Ms. O’Melia seconded the motion. Vote: Unanimous.

Mr. Cundiff stated that an email from the Town Administrator stated that as part of the Energy Reduction Plan, improvements to the library windows were identified. These improvements would include caulking and painting.
The next meeting will be December 20, 2017, and a new meeting schedule will be presented at that time.

Mr. Fitzpatrick made a motion to adjourn the BFCC meeting at 7:56 PM. Ms. Brown seconded the motion. Vote: Unanimous.
