CONSERVATION COMMISSION MEETING MINUTES
MONDAY, APRIL 22, 2019

A meeting of the Conservation Commission was held on Monday, April 22, 2019. Ms. Sharkey called the meeting to order at 7:38 PM.

ATTENDANCE:
PRESENT: Tracy Sharkey (Chair), Michael Greco (Vice Chair)
ABSENT: Katiegrace Dudley (Absent-excused)
NON-VOTING: Stephen Zisk (Conservation Agent)

7:38 (RDA) PUBLIC MEETING: 106 Peters Cove Road/GUERTIN, KIMBERLY.
Ms. Sharkey opened the public meeting. Mike Hogan of 204 Manchaug Road, Sutton joined the meeting. Mr. Zisk stated that the applicant is asking to remove a pine tree that is leaning toward the structure. One branch has already gone through the roof.
Mr. Greco made a motion to issue a negative RDA for Kimberly Guertin, 106 Peters Cove Road. Ms. Sharkey seconded the motion. Vote: Aye-2.

7:41 PM (RDA) PUBLIC MEETING: 31 Oak Street, Douglas/24 Holt Road, Sutton/KING’S FAMILY CAMPGROUND.
Ms. Sharkey opened the public meeting. Anna Vinacco of North Kingston, Rhode Island joined the meeting. She is asking to cut down 12 dead pine trees. 90% of the wood will be taken by the tree removal service. Mr. Zisk has walked the site with the applicant. He showed photos of the site.
It is still not known if the drainage ditch falls under the Douglas Conservation Commission’s jurisdiction. Ms. Vinacco said that the debris from excavating the ditch has been removed. A discussion was held.
Mr. Greco made a motion to issue a negative RDA for King’s Family Campground, 31 Oak Street, Douglas and 24 Holt Road, Sutton, with the conditions that Mr. Zisk be called before work begins, no stumping, and no machinery or debris in the drainage ditch. Ms. Sharkey seconded the motion. Vote: Aye-2.

7:47 PM (ANRAD #143-0968) PUBLIC HEARING CONTINUED: Thomas Circle/QUARTZ SOLAR, LLC.
Mr. Zisk stated that the applicant has asked for a continuance. Mr. Zisk visited the site and took some photos. The applicant wants time to put together a request for a Certificate of Compliance. The catch basins and sediment in the roadway will be cleaned by the applicant. No sediment has left the site.
Mr. Greco made a motion to continue the public hearing for (ANRAD #143-0968) Quartz Solar, LLC, Thomas Circle to May 13, 2019 at 7:30 PM. Ms. Sharkey seconded the motion. Vote: Aye-2.

7:49 PM (AM.NOI #143-0906) PUBLIC HEARING CONTINUED: 34 Davis Street/JMT SLEEPY HOLLOW, LLC.
Ms. Sharkey stated that the applicant has withdrawn the proposed amendment.
Mr. Greco made a motion to close the public hearing and accept the withdrawal of the proposed amendment to the Order of Conditions for (AM.NOI #143-0906), JMT Sleepy Hollow, LLC, 34 Davis Street. Ms. Sharkey seconded the motion. Vote: Aye-2.

7:50 PM (RDA) PUBLIC MEETING: 25 Laurel Glades/GAUTREAU, RICHARD.
Ms. Sharkey opened the public meeting. Richard Gautreau of 1449 Providence Road, Whitinsville joined the meeting. He is asking to install a cedar and aluminum dock at 25 Laurel Glades. The dock has a 4’ ramp and it is removable. The dock will be fixed 2’ above the high-water level. In the winter, Mr. Gautreau’s end of the lake is “bone dry”, therefore the dock will remain in place year round. Mr. Zisk showed photos of the site.
Mr. Greco made a motion to issue a negative RDA for Richard Gautreau, 25 Laurel Glades. Ms. Sharkey seconded the motion. Vote: Aye-2.

7:58 PM (NOI 143-0---) PUBLIC HEARING: 39 West Street/MANYAK, FAYE.
Ms. Sharkey opened the public hearing. Angela Panishone of Green Hill Engineering joined the meeting to present the septic plan, which received Board of Health approval on 4/10/19. Mr. Zisk showed photos of the site. One 18” maple will be removed. The old system will be dug out, removed and taken off site. The old chamber will be crushed and excavated. The new system will be a raised system at the same level as the pool and then taper down.
Mr. Greco made a motion to close the public hearing and issue an Order of Conditions for Faye Manyak, 39 West Street. Ms. Sharkey seconded the motion. Vote: Aye-2.

8:04 PM (NOI 143-0970) PUBLIC HEARING: 21 Orange Street/KTN ENTERPRISES.
No one was present to present for the applicant.
Mr. Greco made a motion to reschedule the public hearing for (NOI 143-0970) KTN Enterprises, 21 Orange Street to May 13, 2019 at 7:45 PM. Ms. Sharkey seconded the motion. Vote: Aye-2.

DISCUSSION:
1. Vote: Local Bylaw Fees. It was decided to make no changes to the Fee Schedule.
Mr. Greco made a motion to recommend to the Board of Selectmen to ratify the Conservation Commission fees as presented. Ms. Sharkey seconded the motion. Vote: Aye-2.
2. Memo from William Cundiff dated 4/11/19: Special Town Meeting (STM), Article 1/Budget Transfers and Amendments. Ms. Sharkey stated that a $1,000 transfer from the Conservation Commission Expense account to Community Development is on the Special Town Meeting warrant for a plotter/copier/scanner. The old plotter is being traded in for a value of $3,000. The total price for the new equipment is $6,000. The Commission had no objection.
3. Application for Board/Committee: Arthur Montminy, 60 West Street. Mr. Montminy joined the meeting and expressed his experience and interest in joining the Commission.
Mr. Greco made a motion to recommend to the Board of Selectmen that Arthur Montminy be appointed as a member of the Conservation Commission. Ms. Sharkey seconded the motion. Vote: Aye-2.
4. Volunteer Waiver Form (Draft). There was no draft in the packet. Mr. Zisk will resend an email to the members with an attachment.
5. Sign Amended Order of Conditions: Deer Crossing Development, 64 Woodland Road.
6. Minutes: April 1, 2019
Approval of the April 1, 2019 minutes of the Conservation Commission meeting were deferred to the next meeting.

8:15 PM ADJOURNMENT:
Mr. Greco made a motion to adjourn the meeting at 8:15 PM. Ms. Sharkey seconded the motion. Vote: Aye-2.
