Meeting Minutes – January 25, 2000




1. Call to Order

The meeting was called to order at 7:10 PM.

In attendance, Betty Therrien, Tom Navaroli, Ron Forget, Mark Bloomfield, and Norm MacNeill. Also in attendance, Shirley Mosczynski.

2. Class II License Renewals

Daniel Shurick paid his outstanding taxes to the Town. This was what prevented the renewal of his Class II License previously.

Mark Bloomfield made a motion, seconded by Tom Navaroli, to approve a Class II license renewal for Daniel Shurick. Vote Unanimous.

Douglas Auto and Truck Sales filled in wetlands, but placed pipes underground in the land. They are having a Conservation Commission hearing on February 7, 2000.

Mark Bloomfield made a motion, seconded by Tom Navaroli, to take no action on the Class II License for Douglas Auto and Truck Sales until after February 7, 2000. Vote Unanimous.

3. Executive Session – 7:15PM

Betty Therrien made a motion, seconded by Mark Bloomfield to recess regular session and go into Executive Session for the purpose of discussing legal strategy with regard to current litigation concerning Cellco and to reconvene into regular session. Roll Call Mark Bloomfield Aye, Tom Navaroli Aye, Ron Forget Aye and Betty Therrien Aye.

At 8:04PM Mark Bloomfield made a motion, seconded by Tom Navaroli, to leave executive session and return to regular session. Roll Call Mark Bloomfield Aye, Tom Navaroli Aye, Ron Forget Aye and Betty Therrien Aye.

4. Workshop: Creation of Municipal Finance Department

Passed Over until next week.

5. Chapter 61A – Speck Property

Norm MacNeill advised the Board that an application to remove this property has been requested by the owner and that the 120 days expires on February 23rd.

Mark Bloomfield made a motion, seconded by Ron Forget, that the Board would like to complete an appraisal to determine if the property would be a logical purchase for possible school space or sewer pump station. Vote Unanimous.

School Building Committee joined the meeting at 8:20 PM – a discussion ensued regarding what option they would propose next. Q4 is the option that they feel to be the option for the Town.

A brief discussion took place about the requests for dismissal of the current School Building Committee members.

Tom Navaroli made a motion, seconded by Ron Forget, to leave the membership of the School Building Committee as it is currently, provided they are willing to continue. Vote Unanimous.

A discussion about the integrity of the School Building Committee took place. Current members are not sure they wish to continue with the project proposal without the support of Town officials.

Ron Forget made a motion, seconded by Tom Navaroli, that the Board of Selectmen is pleased with the work that the School Building Committee has done over the past two years and gives their vote of confidence on their continuance. Ron Forget, Tom Navaroli, Betty Therrien Aye; Mark Bloomfield No.

6. Adjournment

At 10: 25 PM, Tom Navaroli made a motion, seconded by Ron Forget, to Adjourn. Vote Unanimous.
