Board of Selectmen Meeting Minutes
May 30, 2000

1. Call to Order


The meeting was called to order at 7:09PM. In attendance, Edward “Buff” Therrien, Richard Preston, Tom Navaroli, and Norm MacNeill. Ron Forget in at 7:30PM

2. Chairman’s Announcements

Nothing at this time.

3. Executive Administrator’s Goals: 2000-2001

Tonight the Board starts the process to create goals to measure Norm MacNeill by which may be long term goals but with measures in the next 10 months. The schedule of events:

June 20th – Workshop
November 6th – (Monday) Workshop
March 6th – Workshop – self evaluation
March 6th – Rating of employee performance
April 3rd – Meet with employee
April 10th – Finalize evaluation

Selection of Goals:

1) Work with Town boards, committees, and staff to take steps to keep growth consistent with the Town’s vision of a livable community and our resident’s ability to bear the costs of growth.
2) Annual grant program with schedule of due dates and outline (Tom Navaroli suggested $250,000 or 10% of operating budget)
3) Develop a comprehensive website.
4) Develop Finance Dept.
5) Stimulate & seek resource commitments to preserve village character: signage, bury wires on Main Street, storefronts, plaques on houses.

On the goals that Norm MacNeill compiled: Ron Forget chose the 1st and 5th goals combined ( Permit process), Buff Therrien chose the 4th goal (growth consistent with village character), Tom Navaroli chose the 3rd goal (annual grants program), and Rich Preston chose developing community outreach from the Board.

Further discussion on goals will take place at the next workshop.

1. Executive Administrator’s Report
Updates:
Manchaug Rd – last week the Town was served with papers from ten taxpayers; they contend that the Town illegally appropriated money to purchase property. Our Attorney went in on Friday and filed a memorandum in support of the Town. No result yet.

Cellco Case – On Thursday, Ed Taipale filed an appeal; everything is on hold until it goes to Superior Court.

Corner Lot – Vechionne entered into a stipulation, but has not followed through. The Town went after him on a contempt citation and won. The Town has been directed to not do any further business with him until the stipulations are met.

Community Listening Application – Is in the process of being completed.

2. New Business

The Cable Advisory Committee is meeting June 7th.

A Goals workshop has been set for June 29, 2000.

A letter of response regarding the open meeting law complaint made by Mark Bloomfield will be faxed tomorrow.

3. Adjournment

At 9:29PM Ron Forget made a motion, seconded by Rich Preston, to adjourn. Vote Unanimous.
