The changes to the Douglas Zoning Bylaws consist generally of the following:

Section 8.3 - Floodplain District:
The Town of Douglas Planning Board is proposing to amend section 8.3-Floodplain District Bylaw in response to the Federal Emergency Management Agency (FEMA) request for communities to update their existing Floodplain Bylaws. The proposed changes are needed in order to reflect the revised Flood Insurance Rate Maps (FIRM) and a Flood Insurance Study (FIS), which are going to become effective for communities in Worcester County on July 4, 2011. These changes will allow the Town of Douglas to remain in good standing with the National Flood Insurance Program (NFIP). FEMA creates maps that define a community’s floodplain district boundaries. These maps include base flood elevations and floodway data. The maps form the basis of a community’s floodplain management program. To ensure compliance with the requirements of the NFIP, communities must refer to the current effective Flood Insurance Study and Flood Insurance Rate Maps in their Bylaw.
