FINANCE COMMITTEE MEETING
MONDAY, JUNE 27, 2011


A meeting of the Finance Committee was held on Monday, June 27, 2011. Mr. Bari called the meeting to order at 7:01 PM at the Douglas Municipal Center.

ATTENDANCE
PRESENT: Todd Bari (Chairman), Jerome Kocur, Michael Hutnak, Kate Murphy, Scott Hackett, Pamela Holmes, Carol Gogolinski, Dave Hyland, Mike Guzinski (Town Administrator).
ABSENT: James Roche (Vice Chairman).

INTER/INTRA DEPARTMENTAL TRANSFERS
Mr. Guzinski reviewed the MGL, Chapter 44, Section 33B which relates to the transfer of appropriations. He noted that in addition there are Reserve Fund transfers to be considered. He suggested that a tentative meeting be scheduled for July 11, 2011, in the event other Reserve Fund Transfer Requests come up.
Ms. Holmes suggested that budgets be reviewed in relationship to these transfers. Some discussion held. Ms. Lovett noted that she prepares a report in September that could address this and it could be copied for the Committee to utilize as a tool. The timing of making decisions was discussed.
The transfer requests were reviewed and discussed in detail.
Ms. Holmes made a motion to recommend the inter departmental transfer from the Recreational Expense Account of $400 to the Town Counsel Account. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion that the Finance Committee recommends the transfer of $9,100 from the Police Expense Account to the Town Counsel Account. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion that the Finance Committee recommends the transfer from Ambulance Expenses of $2,000 to Ambulance Salaries. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion that the Finance Committee recommends the transfer of $1,000 from the Ambulance Expenses to the Fire Salaries. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion that the Finance Committee recommends $5,000 be transferred from the Ambulance Expenses to the Fire Expenses. Ms. Hackett seconded the motion. Vote unanimous.
Ms. Homes made a motion that the Finance Committee recommends the transfer of $2,000 from the Treasurers Salaries to Treasurers Expenses. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the transfer from the Treasurers Salaries in the amount of $2,000 to Tax Title. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the transfer of $17,580 from Highway Department Salaries to Health Insurance. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the transfer of $4,982 from Assessors Wages to Health Insurance. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the transfer of $1,000 from Recreation Expenses to Unemployment. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the transfer of $5,000 from the Council on Aging Expenses to Unemployment. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the transfer of $665 from Town Hall Office Supplies to Selectmen Expense Account as presented. Mr. Hackett seconded the motion.
Reserve Fund Transfer Requests were reviewed.
Ms. Holmes made a motion to recommend the Reserve Fund Transfer of $75 to the Property Insurance Account. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the Reserve Fund Transfer of $1,400 to the Unemployment Account. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the Reserve Fund Transfer of $3,689 to Town Clerk Salaries. Mr. Hackett seconded the motion. Vote unanimous.
Ms. Holmes made a motion to recommend the Reserve Fund Transfer of $240 to the Repair and Maintenance Account. Mr. Hackett seconded the motion. Vote unanimous.
Mr. Bari discussed an invoice for the Committee’s approval for Ms. Murphy attending the Finance Forum in the amount of $50.

MINUTES
The minutes of June 6, 2011 were reviewed. Mr. Hutnak made a motion to approve the minutes of June 6, 2011 as presented. Mr. Kocur seconded the motion. Vote unanimous.

OTHER BUSINESS
Mr. Guzinski reminded that a tentative Finance Committee Meeting would be scheduled for July 11, 2011.
Ms. Holmes suggested that an additional column be included on the budgets to include a percentage for tracking purposes. Mr. Guzinski indicated that this could be done.
It was agreed that reorganization could take place in September.

ADJOURNMENT
Ms. Holmes made a motion to adjourn the meeting at 7:55 PM. Ms. Hackett seconded the motion. Vote unanimous.
