Members Present: Ellie Chesebrough, Lois Garrison, Sharon Brotherton, BettyAnn McCallum

• MINUTES: Minutes from 9-15 accepted as written.

• JOB DESCRIPTION TEMPLATE: The Board began rating job descriptions with the positions of Assistant Assessor, Administrative Secretary to the Finance Committee and Assistant Town Clerk. Some descriptions listed an education or experience requirement, others did not. After much discussion about whether or not the job descriptions being used were all current and whether they all covered the same points that we were rating on, it was decided that BettyAnn would create a template for the job descriptions and send them out to the positions that had older job descriptions on file. This would allow us to compare jobs more efficiently.

• OLD BUSINESS: Mike Guzinski had contacted BettyAnn to see if the policy manual was finished so that the Selectmen could review it. There were still a few questions: Where to put the Sick Bank Leave Bylaw information in its entirety? The Board agreed to put it in the policy book along with the forms (also forms for tuition reimbursement).
The policy book also had a section on Amendments which was inaccurate. The Board voted to replace it with the following: Amendments to the Policy and Procedure manual may be made by a majority vote of the Personnel Board, after holding a public hearing and allowing for comments. All amendments are subject to approval by the Board of Selectmen. BettyAnn will make the necessary changes and submit the final copy to Mike.

• NEW BUSINESS: Code of Conduct-the Selectmen adopted the code of conduct that was read at our last meeting.

• NEXT MEETING: November 3, 2009, at 6:30 p.m. Sharon will post it.
