Meeting Minutes
Monday, June 27, 2011
• Call to Order
Mitch Cohen called the meeting to order at 7:21pm
Committee: Mitch Cohen (Chair), Rich Preston (Vice Chair), Bob Werme, Christopher Menn.
Staff: Daniel Harlow
1.) Meeting Minutes: DCAC 5/23/11 – Bob motioned to accept as written, Rich 2nd, unanimous favor.
2.) Payroll Update: Mitch followed up with Personnel Board at their most recent meeting. Recording Assistants will not receive a raise until the new pay grid placement is approved at Special Town Meeting in the fall. Any raise approved will be retroactive to July 1st. Cable Coordinator position will receive a proper raise at the next meeting, possibly pending a committee vote.
3.) Rich Preston Retiring: Board of Selectmen had their annual re-appointment process. Rich Preston decided not to be re-appointed after 20 years on the Board. Mitch thanked him on behalf of the Town.
4.) Equipment: Prior approval for a budget for iLife and other software updates – Final Cut Pro 10 – Mitch is working with Apple to figure out how to purchase, as they are moving towards credit card and online ordering. Government uses purchase orders, so Apple is creating a process currently for small orders. Some discussion about “purchase card” possibilities. Audio equipment upgrade for Community room was approved at a prior meeting, needs to have recommendations for particular equipment. Rich mentioned the Nexus broadcasting equipment, possible upgrade there. In order to send out current Nexus, we would be without broadcasting for about a week. Some discussion on researching alternative solutions in order to be ahead of the game in the event of a Nexus failure.
5.) Negotiations: Town counsel recommended a “specialist” – Bill Solomon. Need to put together a budget for negotiation, gather estimates, interviews. Town Counsel budget would cover any counsel the Selectmen bring on for special needs. Budget has not been allocated to that fund as of yet. Income to the town through Cable from two means: Franchise fee – Cable budget fund – State mandated fee: 50 cents per subscriber per year, goes straight to Town Budget. Some towns allocate that mandated fee to legal funds for cable. Douglas does not do that. Some discussions about the general setup of the Cable Committee and possible other designs, including non-profit.
6.) Wifi Access in Town Hall: John Ducharme picked up a wifi access point so that it will be access throughout the building.
7.) Next Meeting: Either July 11 or July 25, 2011
8.) Adjournment: Rich motion to adjourn at 7:43pm, Bob 2nd, unanimous favor.
