Minutes
Trustee Meeting

Present: Joe Biagioni, Merritt Tetreault, Danielle Morrow, Ellie Chesebrough, Barbara VanReed, Barbara Grimes-Smith and Ann Carlsson.

Absent: Betty Holden and Ramona Lachapelle.

The meeting was called to order at 7:09 PM.

Minutes for the October 23, 2012 meeting were accepted.

There was no Treasurer’s report.

Director’s Report
Goals Update:
New newsletter distributed; Website updated; Articles in newspaper, Home brewing program.

LIG/MEG:
Notification has been received of the first of two LIG/MEG awards. The first award is for $3788.
The second installment will come in the last quarter of this fiscal year.

Budgets:
As I mentioned in last week’s email: I meet with FinCom discussed the Library’s budget for FY 2014 on Monday February 25. Departments were instructed to submit a level funded budget. This request came quite late in the year so there was no time to present this to the Board before it was due. Salaries and COLA’s were also level funded for the time being. The town will have an override vote in May at its’ annual election. Supposedly, the library is unaffected by the outcome of that vote which largely goes to the school, snow removal and a few other places.

Programming:
Winter story time just ended. On January 31st, the Library hosted a Rainforest Reptile Show. There were at least 80 attendees both children and adults. On March 21st Gwendolyn the Pig will be read by the author accompanied with a performance by Ballet Arts Worcester. Newspapers have been notified including a request for a photographer. Seating is limited and will be given on a first come first served basis.

Sign:
Selectmen Keith Brown offered his assistance in any way necessary to get the sign installed out front.
He also wants to plant a tree in place of the old taken-down tree but does not want to do that until the sign is installed. He is concerned about the replacement tree being in the way or getting run over by a crane.

CWMARS upgrades:
C/W MARS received the implementation schedule from MBI for the fiber project slated to start in March 2013. The build out will be complete by the end of July 2013, but C/W MARS will likely start work in late March and not complete all installations until sometime next fall. C/W MARS has scheduled an information session for 10:00 -11:30 a.m. on Wed., March 13, 2013 at the Westfield Athenaeum. The purpose of this meeting will be to review the steps involved in replacing the current C/W MARS connection, whether it is cable, DSL or other, with a Fiber connection. C/W MARS has sized each new connection to the present network-related activity levels at respective libraries. There is no extra charge to member libraries for this new fiber connection. C/W MARS arranged special pricing with Axia, the MBI network operator, to be comparable to what we are paying for existing telecommunications connections. Service should be faster. Axia is willing to provide volume discounts to individual member libraries that want to replace any current second Internet connection, usually via cable, with a fiber connection. A follow up survey will be sent after this March 13th meeting to get a sense of how many libraries are interested in this option. Libraries will be responsible for monthly bills for any second fiber connection at your locations. More details will be provided at the meeting, but exact pricing will depend on the number of participating libraries. Libraries will be able to add extra fiber connections at a later time. C/W MARS will not be doing these installations.

Old Business
Building Renovation
• A motion was made and seconded not to have a vote on the Library Renovation Project this Spring. This passed with 5 votes for, no votes against and one abstention. Tetreault suggested postponing the project indefinitely. It was suggested that the project be done in smaller pieces. Biagioni will check with the Town Engineer the feasibility of breaking the project into small pieces.
• There was discussion on fundraising with several thoughts being aired. Chesebrough will work with VanReed for getting an insert for Friends placed in the Yankee Shopper. Carlsson will check with a Hospital Development Director she knows for more concrete suggestions.
• Town Engineer Cundiff has not yet made an effort to respond to Biagioni’s request for reviewing the Right of Way through Patraglia’s. It was suggested that a deadline be set for him for this review.
Sign
Tetreault report that a sign permit had been issued. He and Biagioni agreed to an April date for its installation.
