February 25, 2014 Planning Board meeting

A meeting of the Planning Board was held on Tuesday, February 25, 2014. Mr. Marks called the meeting to order at 7:03 PM and announced that the meeting is being recorded and will be available on cable and on the website.

PRESENT: Ernest Marks (Chairman), Eben Chesebrough (Vice Chairman), Michael Greco, Tracy Sharkey, Robert Werme, Jr., Michael Zwicker, William Cundiff (Town Engineer)

1. “Morse Pond Preserve”/Residential Compound Inquiry: Mr. Cundiff presented a letter and a plan. The original Morse Pond subdivision plan was approved for eleven lots and a fully conforming subdivision road. The proposal is in compliance with 4.3.2 of the subdivision regulations.
Stuart Clark of Princess Equipment joined the meeting to informally present to the board. They looked to develop this piece of land in conformance with the 2009 regulations, but it was not feasible. The Residential Compound looks like a better option. The number of lots was reduced from eleven to eight. The town road is now a private drive, which decreases the impervious area by 50%. The entire drainage system will change. They will reapply with the Conservation Commission. No lots have access to the water; the pond is privately owned. There will be town water.
Mr. Zwicker is concerned that the road is only 16 feet wide. The road will get narrow very quickly in the winter.
Mr. Cundiff ran through the criteria for Planning Board approval. Mr. Chesebrough stated that an association needs to be created. A betterment would be due from the association members. Mr. Cundiff suggested having Town Counsel provide a sample document. Mr. Cundiff will also have Town Counsel check to see if the plan should be filed as a modification to the approved plan and/or as a residential compound.
The property lines are still under dispute. Mr. Cundiff stated that Town Counsel had advised at the time that, as long as plan comes with a surveyor’s stamp, that is what they are going by.
It was the consensus of the Planning Board to advise Mr. Clark to move forward with the plan. Mr. Clark left the meeting.
2. Set date for public hearings regarding zoning changes: The public hearings for the three proposed zoning changes for the Annual Town Meetings are scheduled for March 25, 2014: 7:00 PM Monroe Street proposal from Industrial to RA, 7:15 PM RC-2 dimensional changes, and 7:30 PM Gleason Court change.
3. Application for Planning Board appointment until the 2014 Annual Town Election in May/Joint Meeting with Board of Selectmen: It was decided to hold the joint meeting on March 4, 2014.

MINUTES: January 14, 2014, January 28, 2014
Mr. Chesebrough made a motion to approve the January 14, 2014 Planning Board meeting minutes as amended. Mr. Greco seconded the motion. Vote-Unanimous.
Mr. Zwicker made a motion to approve the January 28, 2014 Planning Board meeting minutes as amended. Mr. Werme seconded the motion. Vote: Aye-5, Mr. Chesebrough abstained.

Mr. Cundiff stated that the Planning Board members should have been contacted about Cardinal Drive.
Mr. Cundiff stated that there have been a few delays with the School Building Project due to a leak in the roof, but the project is moving along.

Ms. Sharkey made a motion to adjourn the meeting at 7:42 PM. Mr. Werme seconded the motion. Vote: Unanimous.
