PLANNING BOARD MEETING MINUTES
TUESDAY, APRIL 22, 2014

A meeting of the Planning Board was held on Tuesday, April 22, 2014. Mr. Marks called the meeting to order at 7:03 PM and announced that the meeting is being recorded and will be available on cable and on the website.

ATTENDANCE
PRESENT: Ernest Marks (Chairman), Eben Chesebrough (Vice Chairman), Ken Ballou, Michael Greco, Tracy Sharkey, Robert Werme, Jr., Michael Zwicker, William Cundiff (Town Engineer)
ABSENT:

1. 7:03 PM PUBLIC HEARING: JOSHUA BERUBE (AA140409) APPLICATION FOR AN ACCESSORY APARTMENT SPECIAL PERMIT, 29 Colonial Road
Mr. Marks opened the public hearing. Joshua Berube was present at the meeting. Mr. Cundiff presented the permit. The addition is 905 sq. ft., which requires a waiver for 5 sq. feet. He stated that the plan looks good. Taxes are paid in full. New boiler plate requirements and carbon monoxide detectors were discussed
Mr. Chesebrough made a motion to close the public hearing, Joshua Berube (AA140409) Application for an Accessory Apartment Special Permit, 29 Colonial Road. Mr. Zwicker seconded the motion. Vote: Unanimous.
Mr. Chesebrough made a motion to grant the requested waiver for the square foot size of the accessory apartment to a total of 905 sq. feet. Mr. Greco seconded the motion. Vote: Unanimous.
Mr. Chesebrough made a motion to approve, Joshua Berube (AA140409) Application for an Accessory Apartment Special Permit, 29 Colonial Road, Assessor’s map 117, parcel 45 as presented, with the waiver. Mr. Zwicker seconded the motion. Vote: Unanimous.
Mr. Berube left the meeting.

DISCUSSION/SIGN:
1. Pyne Sand & Stone Company (SP-ER 140129-E), Earth Removal Special Permit. There was no discussion.
2. Pyne Sand & Stone Company (SP-ER 140129-F), Earth Removal Special Permit. There was no discussion.
3. Scenic Road Permit: Joel & Sandra Considine, 20 Northwest Main Street. Mr. Chesebrough reviewed what was discussed at the last meeting for the benefit of Mr. Marks, who was absent.
4. ZBA Application: Bryan Levesque, 41 Kerney Road (Variance). Ms. Sharkey stated that she does not see the year the house was built on the application. Currently, it meets the requirements. The applicants want to extend into the setback by 8’ for an addition and a covered porch. The hardship would be that there is no other space to add the addition. The board had no objections to the application.

5. ZBA Application: George & Sandra Kuipers, 22 Potter Road (Special Permit). Mr. Zwicker presented that the applicants want to tear down the existing dwelling and build a pre-fabricated home, which will be smaller than the existing dwelling. There is no frontage on Potter Road. The 11 acre lot is landlocked. A discussion was held. Mr. Chesebrough suggested adding a note that, from the Planning Board’s perspective, the Potter Road public way ends on or about the bridge. Mr. Cundiff agreed. The board did not object to the application.

OPEN SESSION:
The next meetings will be Wednesday, May 14, 2014 and Tuesday, May 27, 2014.

7:33 PM ADJOURNMENT:
Mr. Chesebrough made a motion to adjourn the meeting at 7:33 PM. Ms. Sharkey seconded the motion. Vote: Unanimous.
