Call to Order
Mr. Hughes called the Board of Selectmen (BOS) meeting to order at 6:31 PM in the high school auditorium prior to Town Meeting.

Board: Mike Hughes (Chairman), Tim Bonin, Keith Brown, Hal Davis, Kevin Morse, Michael Guzinski (Town Administrator), Suzanne Kane (Administrative Assistant)
Finance Committee: Pamela Holmes (Chairman), Brett Argall, Paula Brouillette, Carol Gogolinski, Michael Hutnak, Ryan Hogan, Cynthia Shurick
Other Staff and Citizens: Jeanne Lovett (Finance Director)

1. Joint meeting with the Finance Committee to discuss Special Town Meeting Article 1 (00:10)
Ms. Holmes called the Finance Committee meeting to order at 6:30 PM in the high school auditorium.
Mr. Guzinski stated that a group of concerned parents may ask for a $50,000 transfer to the school’s budget. He heard from Sen. Fattman this morning that the funds for the January snowstorms will be coming through in the amount of $75,000, and the House budget came in at $7,000 higher in Chapter 70 funds. If that request is put forward tonight at Town Meeting, it would be Mr. Guzinski’s recommendation to use these funds instead of cutting from Town departments.
Mr. Guzinski spoke about how that motion would be made. It would be a motion to amend the amendment. A discussion was held regarding the new revenue being split 70/30 between the school and the Town.
Ms. Brouillette cautioned that if this amendment is brought before Town Meeting today, not to rush into a decision without all the information. The whole issue deserves a larger review. Mr. Morse suggested a joint meeting with the BOS, the Finance Committee and the School Committee.
A discussion was held regarding whether or not to change the Special Town Meeting, article 1, to allow for a change in available funds. Mr. Guzinski suggested changing to $45,000 and $85,000. Mr. Morse stated that he did not feel the motion should be changed. Ms. Holmes does not want to buy into the chaotic process. Mr. Hogan feels that the townspeople should be informed that the funds are available.
Mr. Hogan made a motion to adjust the Fiscal Year 16 budget to reflect the additional spending by the funds now available. Mr. Hutnak seconded the motion. Vote: Aye-4, No-3.

2. Adjournment (24:37)
Ms. Gogolinski made a motion to adjourn the Finance Committee meeting at the end of Town Meeting. Mr. Hogan seconded the motion. All-Aye.
