PLANNING BOARD MEETING MINUTES
TUESDAY, JUNE 23, 2015

A meeting of the Planning Board was held on Tuesday, June 23, 2015. Mr. Marks called the meeting to order at 7:04 PM and announced that the meeting is being recorded and will be available on cable and on the website.

ATTENDANCE:
PRESENT: Ernest Marks (Chairman), Ken Ballou, Michael Greco, Tracy Sharkey, Robert Werme, Jr., William Cundiff (Town Engineer)
ABSENT: Eben Chesebrough (Vice Chairman-Excused), Michael Zwicker (Excused)

DISCUSSION:
1. 772 Northwest Main Street-Joseph & Meghan Schlesman, Residential Compound: Mr. and Ms. Schlesman joined the meeting. Ms. Schlesman asked if they could have the plan approved and not record the lots. The intent of the Schlesmans and their neighbors is to leave the lots to their children. Her counsel has stated that the Residential Compound permit is for two years and they have six months to record the lots at the Registry of Deeds. Mr. Marks stated that that is correct. Mr. Cundiff stated that a Residential Compound plan is a definitive subdivision plan. Mr. Cundiff explained the state law and the process. Leaving the lots in 61A is beyond the scope of the Planning Board. A discussion was held.
The Schlesmans could have one lot and, as long as they have frontage, they could do the residential compound later. They would have to purchase frontage from a neighbor and then do a reduced frontage lot. Mr. Cundiff explained a reduced frontage lot.
The Schlesmans left the meeting.
2. Chapter 61 Notice-Keevan, Pine Street, Lot 4: Mr. Cundiff stated that this is a standard request from the Board of Selectmen (BOS) to request input on whether or not the Town should exercise its Right of First Refusal. Fred Pollard has a buyer for the property and was concerned that he would lose the buyer if he waited for the July 14th meeting. Forty acres was donated to the Town. The property does have road access. Mr. Pollard was not present. A discussion was held.
Ms. Sharkey made a motion that the Planning Board recommend to the BOS to pass on Lot 4, Pine Street. Mr. Werme seconded the motion. Vote: Unanimous.
3. Street Sweeping Update: Mr. Cundiff stated that it has been a month since he sent a letter to the developers of Deer Crossing (Woodland Road) and Summerlyn Estates (Wildflower Drive) requesting that the roads be swept. The roads have not been swept. Mr. Cundiff followed up with emails asking for another status update. If there is no definitive action, he will recommend at the July 14, 2015 meeting that the Planning Board consider using bond money to sweep the roads.

OPEN SESSION:
Ms. Sharkey does not feel the Planning Board should discuss any topics at a meeting, especially an emergency meeting, if a representative is not present. The board was in agreement.

7:36 PM ADJOURNMENT:
Ms. Sharkey made a motion to adjourn the meeting at 7:36 PM. Mr. Greco seconded the motion. Vote: Unanimous.
