CONSERVATION COMMISSION MEETING MINUTES
MONDAY, JULY 20, 2015

A meeting of the Conservation Commission was held on Monday, July 20, 2015. Ms. Brown called the meeting to order at 7:07 PM.

ATTENDANCE:
PRESENT: Linda Brown (Chairman), Tracy Sharkey (Vice Chairman), Michael Greco, Stephen Zisk (Conservation Agent)
ABSENT: Brandi Van Roo (Excused)

7:07 PM (NOI-DEP #143-0890) PUBLIC HEARING CONTINUED – 128 Northwest Main Street / CANDITO, KENNETH
Ms. Brown stated that the applicant requested a continuance.
Ms. Sharkey made a motion to continue the public hearing, 128 Northwest Main Street, Kenneth Candito to August 3, 2015 at 7:05 PM. Mr. Greco seconded the motion. Vote: Unanimous.

OPEN SESSION:
Mr. Zisk spoke about a building permit for 7 Sandra Circle. The property owner is taking down a 12’ x 12’ deck and would like to put up a 16’ x 16’ deck. The wetlands have been flagged, and Mr. Zisk has looked at the site. He did not see any issues. The Commission agreed by consensus that the applicant does not have to come in to a meeting. There was a gentleman in the audience who spoke about the project.
Ms. Brown stated that the Town Engineer, William Cundiff, asked her to look at North Street, LLC project. The straw bales and straw wattles were sprouting green grass. The same green grass is growing in the replication area where the bales and wattles have been broken up. Ms. Brown showed some samples to the Commission. The Commission would like an explanation from Art Allen of EcoTech. Mr. Zisk will contact him. Other than that issue, the replication area looks very good.

DISCUSSION
1. Reorganization: This item was deferred until all members are present.
2. Conservation Land Tax Credit for Southeast Main Street: Elaine Keevan: Ms. Brown stated that she received an email from Atty. Jay Talerman stating that he had no objection to the Commission signing the paperwork to say that the gift of land is a tax deduction.
3. Voucher: MACC FY16 Membership: The voucher for $385.00 was signed.
4. Request for a Certificate of Compliance: Lance Salmonsen, 12 Bigelow Road (DEP #143-0877): Mr. Zisk stated that this is the property next to revolutionary cemetery. They repaired a septic and put on a deck. The Commission reviewed Mr. Zisk’s video of the property.
Ms. Sharkey made a motion to issue the Certificate of Compliance for Lance Salmonsen, 12 Bigelow Road. Mr. Greco seconded the motion. Vote: Unanimous.
5. Request for a Certificate of Compliance: Joshua R. Precourt & Brian D. Ross, 81 Hemlock Street (DEP #143-0417): The Commission reviewed Mr. Zisk’s video of the property.
Ms. Sharkey made a motion to issue the Certificate of Compliance for Joshua R. Precourt and Brian D. Ross, 81 Hemlock Street. Mr. Greco seconded the motion. Vote: Unanimous.
6. Certificate of Compliance: School Project: It was decided to discuss this item at the next meeting.
7. Minutes: 4/21, 5/5, 5/18, 6/1, 6/15
Approval of the above meeting minutes was deferred to the next meeting.

Ms. Sharkey made a motion to adjourn the meeting at 7:27 PM. Mr. Greco seconded the motion. Vote: Unanimous.
