A meeting of the Building Facilities Construction Committee (BFCC) was held on
May 18, 2016 at the Municipal Center. Mr. Holland called the meeting to order at 7:00 PM.

PRESENT: Sean Holland (Chairman), Linda Brown, Virginia Howe, Shirley Mosczynski (Vice Chairperson), Rebekka O’Melia
NON-VOTING: William Cundiff (Town Engineer)
ABSENT: Michael Fitzpatrick (Excused)

-Municipal Building HVAC Project
Mr. Cundiff stated that one change order having to do with structural work on a louver at the rear of the building has been added to the contract. Riverdale quoted a price of $3,600 to make the improvements. They agreed to do the work for $3,000 with the granting of a two-week extension of the contract. That work was started today. They are still on schedule to finish as planned.
There was a minor leak in the Police Dept. two days ago. Riverdale resolved the issue within a few hours.
Regarding the budget, they are at $305,387 paid to date, including the roof at the primary school.

-Municipal Building Roof and Windows and Primary School Roof Project
George O’Neil of Gorman Richardson Lewis Architects (GRLA) presented the final bid documents. The bid will appear in the Central Register on June 1, 2016. He needs to submit the ad to the Central Register before the next Board of Selectmen’s meeting. Since time is of the essence, Michael Guzinski, Town Administrator and Mr. Cundiff felt they could move ahead with advertising before formal acceptance by the Board of Selectmen because an addenda can always be issued.
Mr. O’Neil is trying to schedule the primary school roof so that it can be finished before August 29, 2016.
Three alternates divide out the windows. Alternate 1 includes the Town Administrator’s office, the Selectmen’s office, and the men’s room in the rear. Alternate 2 would be the rest of the first floor front façade. Alternate 3 would be the windows in the rear. The windows still need to be treated as a filed sub-bid. There will be a general contractor.
Mr. O’Neil is waiting for the abatement spec scope. He has called Tom Roche.
It was decided to schedule the next BFCC meeting for July 6, 2016 instead of June 15, 2016.
A discussion was held regarding the consequences of a town going out to bid for a project and then not having enough money for the project. The Board of Selectmen make the decisions; the BFCC makes recommendations. The Town also has the ability to reject any and all bids for any reason.
Mr. O’Neil stated that the current estimate is $315,000. Mr. Cundiff asked Mr. O’Neil to reflect the environmental costs for the windows and roof and changes for the HVAC.
Ms. Mosczynski made a motion that the BFCC recommend to the Board of Selectmen to issue the bid plans and specifications as presented. Ms. Brown seconded the motion. Vote: Unanimous.
Mr. Cundiff stated that a set of bid documents are online, linked to the BFCC agenda.
Mr. O’Neil left the meeting.

It was decided to reorganize at the next meeting.

There was no change in status.

Ms. Mosczynski stated that they are still working out a financial issue.

5. MEETING MINUTES: April 20, 2016
Ms. Brown made a motion to approve the April 20, 2016 BFCC meeting minutes as amended. Ms. Mosczynski seconded the motion. Vote: Aye-4, Ms. Howe abstained.

Ms. Brown made a motion to adjourn the meeting at 7:38 PM. Ms. Mosczynski seconded the motion. Vote: Unanimous.
