 Informational Workshop:

Madam Chair Shirley Mosczynski called the workshop meeting to order at 6:30 pm at the Municipal Center.
In attendance: Paula Brouillette – Vice Chair, Rich Preston, David Furno, Executive Administrator Michael Guzinski and Administrative Assistant Suzanne Kane.

Mike discussed the following:
-Board of Health – Letter from School
-Tree Dedication – Wednesday, May 3rd
-ADA (Americans with Disabilities Act) – Self Evaluation Plan
-“Buff’s” Bench Dedication – Highway Superintendent Retiring
-4 Town Group – Darleen Quinn of Daylor Consulting Group
-Town Meeting – Summary
-Government Study Group - Next Agenda
-Highway Superintendent Position - Next Agenda
-Local Aid from State - Handout

1. Call to Order: Madam Chair Shirley Mosczynski called the meeting to order at 7:00 pm in the Resource Room.
In attendance: Paula Brouillette-Vice Chair, Richard Preston, David Furno, Executive Administrator Michael Guzinski and Administrative Assistant Suzanne Kane.
Others Present: Mitch Cohen and Citizens.

2. Chair Announcements: Shirley
- Per Cable Committee: Candidates Forum, Thursday, May 4th at 7:00 pm in the Municipal Center live on channel 12.
- Tree Planting: Tomorrow, May 3rd at 10:00am in front of the Municipal Center. A Japanese Lilac donated by National Grid.
- Annual Town Elections: Tuesday, May 9th. Ballot also includes two questions. Encouraged all to get out and use your right to vote.

3. Citizen’s Forum: No one came forward

4. COA (Council on Aging) Appointment (Application and Letter of Recommendation):[/b] Suzanne Levita Rousseau will fill a position for a member that’s currently ill until June and then be re-appointed.
[b]Motion – Rich Preston
made a motion to approve the appointment of Levita Rousseau to the Council on Aging for a term expiring June 30, 2006. Seconded – David Furno. All – aye.

5. Municipal Center Summer Office Hours (Handout): Mike – relayed it has been noticed that the number of Douglas residents that have utilized or visited the Selectmen or Community Development Offices to conduct business on Fridays has been quite small. He and Suzanne estimated two – three people per month and even less in summer. Bill Cundiff and Steve Zisk in Community Development, also open on Fridays, estimated a similar number. Tuesday evenings 6-8:00pm utilized a little more. Trial basis of summer hours requested.
Motion – Rich Preston – It is a reasonable request and I support it.
Seconded – David Furno. All – aye.

6. Town Use: Municipal Center Resource Room – Douglas Friends of Preschool & Kindergarten –Thursday, May 18th from 1:00-3:00pm for school photographer interviews-not more than 15 people in attendance.
Motion - Paula Brouillette made a motion to approve as presented the use of the Resource Room on May 18th. Seconded – David Furno. All – aye.
- Senior Center – Douglas Employees – Wednesday, May 10th at 4:15pm for an Informational Meeting with approximately 20 people attneding.
Motion – Rich Preston made a motion to approve the use of Town Property by the Douglas employees at the Senior Center on May 10th as presented.
Seconded – Paula Brouillette. All – aye.

7. Administrators Report:
Creation of a Building and Facilities Construction Committee – With the successful passage of Article 18 at the Annual Town Meeting able to form this committee. Encourage individuals to come forward and requesting: an engineer architect, attorney, a financial professional and a person representing the building and construction trade. The Committee consists of seven voting members: three appointed by Town Moderator, three by the Board of Selectmen and one by the School Committee. Town meeting approved Fifty Thousand Dollars.
Rich Preston / Last Meeting - Mike – appreciates the experience of working with him the past 2 years.

8. Old / New Business:
Old: - Government Study Committee: Shirley –
In light of applications still coming in, schedule for the Next Agenda.
- Re-Org Meeting – Wednesday, May 10th at 6:30pm following elections May 9th.
- EDC Luncheon – Thursday, May 11th at Blissful Meadows.
- MMA Meeting – Also Thursday, May 11th at the Cocke’N Kettle Restaurant.
- 4 Town Group: Paula – Public information gathering regarding the Daylor Consulting contract scheduled for Thursday, May 25th. Location TBD.
New: - Rich commented he was pleased the Capital Plan approved last night (at Town Meeting) thanks to Mitch Cohen’s work and presentation.
- Building Use Study: Rich – Pleased this was at the top of the list and hopeful there will be some adaptive reuses especially the Old Elementary School.

9. Adjournment- Rich Preston made a motion to adjourn at 7:17 pm.
