CONSERVATION COMMISSION MEETING MINUTES
MONDAY, OCTOBER 7, 2019

A meeting of the Conservation Commission was held on Monday, October 7, 2019. Ms. Sharkey called the meeting to order at 7:02 PM.

ATTENDANCE:
PRESENT: Tracy Sharkey (Chair), Katiegrace Dudley, Michael Greco (Vice Chair), Arthur Montminy, Mark Mungeam
ABSENT: Eric Harris (Associate-Excused)
NON-VOTING: Stephen Zisk (Conservation Agent)

7:02 PM (RDA) PUBLIC MEETING: 58 Cottage Colony/ALDRICH, NORMA.
Ms. Sharkey opened the public meeting. Ms. Aldrich joined the meeting and asked to remove two large oak trees that have been shedding limbs for years. The Commission reviewed a video of the site. One tree is 50’ from the edge of the water, and the other is approximately 90’ from the water. The trees do not shade the water. The stumps shall remain.
Mr. Greco made a motion to issue a negative RDA for Norma Aldrich, 58 Cottage Colony with the condition that the stumps remain in place. Mr. Montminy seconded the motion. Vote: Aye-4.

7:08 PM (RDA) PUBLIC MEETING: 33 Hough Road/GAUTHIER, PETER.
Ms. Sharkey opened the public meeting. Mr. and Mrs. Gauthier joined the meeting and asked to remove a tree 90’ from Manchaug Pond. The tree has a rotted spot 10’ up from the bottom of the tree. Mr. Gauthier has had arborists look at the tree, and they say it is just a matter of time before the tree falls. The tree is leaning towards Mr. Gauthier’s property. The starting point of the cut will be 10’ up from the ground. The Commission reviewed photos of the site.
Ms. Dudley made a motion to issue a negative RDA for Peter Gauthier, 33 Hough Road. Mr. Greco seconded the motion. Vote: Aye-4.

DISCUSSION:
1. Douglas Renewables, 170 West Street: Wetland Crossing (#143-0967). Mr. Zisk stated that they are pretty much done with the crossing. Both replication areas are complete. He reminded the applicant to park equipment outside the buffer zone. The Commission reviewed photos of the site. Mr. Zisk will get clarification as to how the applicant plans to stabilize the slopes of the crossing.
2. Whitin Reservoir Estates: (#143-0656). There was no new information. Mr. Zisk received an email from Town Counsel regarding the open space. The applicant may ask to designate the open space to the Conservation Commission.
3. Voucher.
4. Minutes: August 26 & September 16, 2019
Mr. Montminy made a motion to approve the minutes of the August 26, 2019 Conservation Commission meeting as amended. Mr. Greco seconded the motion. Vote: Aye-4.

OTHER BUSINESS:
Ms. Sharkey asked for an update on the signs and boulders for the Keevan Conservation property. Ms. Dudley will try to have her Robotics Team make the signs. The Commission would pay for the materials.
Mr. Mungeam asked how to get the NOI’s in advance of the meetings. Mr. Zisk will ask Ms. Lajoie to email the Commission when new applications come in. Ms. Sharkey suggested requiring the applicant to submit an electronic copy. Mr. Zisk will have Ms. Lajoie ask the applicants if they would submit an electronic copy, depending on how large the files are.

7:48 PM ADJOURNMENT:
Mr. Greco made a motion to adjourn the meeting at 7:48 PM. Mr. Montminy seconded the motion. Vote: Aye-4.
