CONSERVATION COMMISSION MEETING MINUTES
MONDAY, DECEMBER 16, 2019

A meeting of the Conservation Commission was held on Monday, December 16, 2019. Ms. Sharkey called the meeting to order at 7:00 PM.

ATTENDANCE:
PRESENT: Tracy Sharkey (Chair), Michael Greco (Vice Chair), Arthur Montminy, Mark Mungeam
ABSENT: Paul Beckwith, Eric Harris (Associate-Excused), Katiegrace Dudley
NON-VOTING: Stephen Zisk (Conservation Agent)

BUSINESS:

7:00 PM. (NOI #143-0983) PUBLIC HEARING CONTINUED: 38 Railroad Avenue/BALLOU, HOWARD.
Glen Krevosky joined the meeting. Ms. Sharkey read the public notice. She stated that Mr. Krevosky was due to appear at the meeting on December 2, but due to a snowstorm, the hearing was opened and continued, by necessity.
Mr. Krevosky stated that the plan passed at the ZBA. He had the contractor go back to the site, dig a deep hole and check the water table. There was a slight change in design; the unit was raised 1’ higher. They are 2’ above the water table with the Cultec infiltration unit. The last revision date for these new plans is 12/12/19.
No trees are planned for removal. There will be no stockpiling on site, except for the material that will be used to backfill the foundation. Erosion controls are on the plan.
The existing deck will be removed. They plan to re-grade right up to the shed; there is only a 1’ rise. The Commission reviewed photos of the site. A discussion was held.
Mr. Greco made a motion to close the public hearing for (NOI #143-0983) Howard Ballou, 38 Railroad Avenue. Mr. Montminy seconded the motion. Vote: Aye-3.
Mr. Greco made a motion to issue an Order of Conditions for (NOI #143-0983) Howard Ballou, 38 Railroad Avenue with standard conditions. Mr. Montminy seconded the motion. Vote: Aye-3.

DISCUSSION & DELIBERATION:
1. Beals & Thomas, 45 Oak Street: EcoTec Wetland Delineation Review-Possible Vote(s). Matt Parlon of BlueWave Solar joined the meeting. Mr. Zisk gave the submission to Art Allen of EcoTec. The consultant agreed to pay EcoTec’s quote of $1,600. If the Commission approves this method, Mr. Allen will go to the site before the weather is prohibitive and have a report for the 1/6/2020 meeting.
Mr. Greco made a motion to accept the bid of $1,600 for EcoTec’s wetland delineation review for Beals & Thomas, 45 Oak Street. Mr. Montminy seconded the motion. Vote: Aye-3.
2. Request for a Certificate of Compliance: Deer Crossing Development, Woodland Road (DEP #143-0945)-Possible Vote(s): Mr. Zisk said he spoke to the owner. The grass was not fully grown and the stormwater had just been finished, so Mr. Zisk requested that they wait until spring and have an as-built, and the owner agreed.
3. Request for a Partial Release of Certificates of Compliance: Whitin Reservoir Estates (#143-0656)-Possible Vote(s). This item was voted on at a prior meeting.
4. Douglas Renewables, 170 West Street: Form H (Surety Agreement for a Bond)-Possible Vote(s)/Sign. Mr. Zisk stated that an as-built has not come in. Erosion controls need to be removed. Erosion controls have been installed on the other side of the crossing and clearing for the solar farm has begun.
5. Minutes: October 7, 21, November 4, 2019-Possible Vote(s).
Mr. Montminy made a motion to approve the meeting minutes for the October 7, 2019 Conservation Commission meeting as presented. Mr. Greco seconded the motion. Vote: Aye-3.

Approval of the November 4, 2019 meeting minutes was deferred to the next meeting. Mr. Zisk will check for the name of the consultant from Goddard Engineering who appeared for the request for a minor project change for Denise Davis, 161 Maple Street (DEP #143-0976).

OTHER BUSINESS:
Mr. Zisk stated that Hough Road hasn’t resubmitted for a Certificate. They cannot receive a Certificate of Compliance until they resolve the issue with the hose.
Mr. Zisk stated that he walked an equestrian trail off Wallis Street near the pullover at the causeway, and he noticed that a vernal pool was overflowing. He let Open Space know that they need to file with the Commission if they want to do any work on that trail. The Commission reviewed photos of the site.
The person from the State that took over for Cary VandenAkker informed Mr. Zisk that they have awarded the contract for the removal of dead trees to begin next month.
Ms. Sharkey reiterated that the Commission voted against purchasing meeting room chairs.

7:34 PM ADJOURNMENT:
Mr. Montminy made a motion to adjourn the meeting at 7:34 PM. Mr. Greco seconded the motion. Vote: Aye-3.
