 Workshop:

Madam Chair Shirley Mosczynski called the workshop to order at 6:30 pm at the Municipal Center.
In attendance: Mitch Cohen, David Furno, Mike Hughes and Executive Administrator Michael Guzinski. Absent - Paula Brouillette-Vice Chair

1. Call to Order:
Madam Chair Shirley Mosczynski called the meeting to order.
In attendance: Mitch Cohen, David Furno, Mike Hughes and Executive Administrator Michael Guzinski. Absent - Paula Brouillette-Vice Chair
Others: Police Chief Patrick Foley

2. Chair Announcements: Shirley read -
- MMA: Statewide Photo Contest
for a wall calendar-“Destination Massachusetts”
- MMA: Statewide Essay Contest-Shirley will participate and work with the Sixth Graders

3. Citizen’s Forum: No one came forward.

4. Liquor Law Violation (Handout) reviewed by Police Chief Patrick Foley: the Douglas Village Package Store-Friday, August 11th. Chief Foley recommended being consistent with past first violations and send a written warning.The owner was notified, is concerned and the Chief does not foresee any problems coming from them again. Every year a compliance check is done on different establishments. Violation will be reported to ABCC in the annual report.
Motion - Mitch Cohen support the Chief’s recommendation and send a written warning of violation to the Douglas Village Package Store. Seconded - David Furno. All - aye.

- Over view of Traffic Pattern on Gleason Court requested by Shirley: Chief Foley – stated it went very well on the first day. Elementary expanded their hours of opening-students do not arrive until 8:35. Main Street was smooth. There was a slight glitch-so tomorrow the buses will use the circle in front of the school and the drop off parents will use the access road. New signs may have to be posted regarding parking on the access road. Speed bump installed by the post office.
- Residents have been in compliance regarding seat belts.
- Scheduled to receive an “Honorable Mention for Highway Safety” in September for our traffic programs and probably from “Triple A” for our pedestrian safety.
- Stated he has a good group of officers.

5. Town Use Proposed Policy (Handout): Mike – Draft put together per request of the Board. Changes focused mostly on approval for town use would shift from the Board of Selectmen to the Executive Administrator, clarifies which boards, committees and department heads would be consulted depending on the kind of event and facility to be used.
Input from the Board: Mitch – Very supportive of this policy. Second paragraph-change non-profit to “all organizations”. Paragraphs three & four- after conditions when: include the phrase “any of the following”.
Motion - Mitch Cohen move we approve the “Policy for Use of Town Property/Facilities” as amended. Seconded - David Furno. All – aye.
Mitch – requested Mike let the Board know in a few months how the implementation is going.

6. Town Use Applications: Shirley-
passed over as the Board voted Mike approve all applications from this meeting forward.

7. Minutes:
February 7, 2006: Motion- Mike Hughes
approve the Board of Selectmen minutes for the February 7, 2006 meeting. Seconded - David Furno. All - aye.

February 21, 2006 Workshop with FinCom & Personnel: Motion- Mitch Cohen approve the Workshop with FinCom / Personnel for February 21, 2006.
Seconded – Mike Hughes. All - aye.

March 22, 2006 with FinCom & School Committee: Motion– Mike Huges move to approve the meeting between the Selectmen, FinCom & School Committee meeting of March 22, 2006. Seconded - David Furno. All – aye.

8. Administrator’s Report: Mike- read the handouts
- Letter-Larry Adams, CMRPC Executive Director: From CMMPO prioritizing how federal funds are spent on roads and bridges in the City of Worcester and the 39 surrounding communities. Informational meeting, Wednesday, October 4th at 7pm at the Sutton Town Hall requesting a Selectman to attend.

- Letter-Kopelman & Paige, Endorsement of the Determination: Town counsel representing both Douglas and Sutton concerning the Town line property. The Town of Sutton has already approved this request and he recommends the Board also approve with a formal vote and endorsement of Determination.
Motion - Mitch Cohen to approve. Seconded - David Furno.
Discussion: Both our Board of Assessors and Community Development offices will be very involved in the process of determining the town line. It was our GIS System that caught the discrepancies. All – aye. The Board signed the Determination Document.

9. Old Business:
- Mitch:
Letter sent to the State Department of Telecommunications & Energy regarding a cable proposal made to them. We were in opposition as was most towns. Mitch testified at the public hearing on the event. A very stong turn out, majority opposed, not sure when the decision will be made. Hopefully will allow more cities and towns to have multiple cable or television providers which will increase competition and drive down prices.
New Business:
- Shirley: 2006 Annual Fall Conference
for Selectmen in central Massachusetts at the Glen Ellen Country Club in Mills on the 14th.
September 19th Selectmen Meeting is the day of the State Primary. Requesting to change to September 12th at 7:00pm after the workshop at 6:00.
