NOTICE of Planning Board Public Hearing Relative to Proposed Zoning By-law Amendments Pursuant to M.G.L. c. 40A, § 5 The Planning Board of the Town of Douglas will hold a public hearing to discuss proposed amendments to the Town’s zoning by-laws. The public hearing will be held as follows:

Place: Douglas Municipal Center, 29 Depot Street, Douglas, MA 01516 Date: Tuesday, February 27, 2007
Time: 8:00 pm

The subject matter of the proposed amendments are indicated below. The complete text and maps relative to the proposed amendments are available for inspection during regular business hours at the following offices within the Douglas Municipal Center, 29 Depot Street, Douglas, MA:

Town Clerk’s Office: 8:30am-1:00-pm & 1:30pm-4:00pm (M-Th) 6:00pm-8:00pm (Tues.)

Planning Board Office 8:30am-1:00pm & 1:30pm -4:00pm (M-Th) 6:00pm-8:00pm (Tues.) 8:30am-12:00pm (Fri.)

The changes to the Douglas Zoning Bylaws consist generally of the following:

Section 6.3 - Common Driveway Bylaw: This entire section has been rewritten and new engineering design and construction standards are proposed. The purpose and applicability are generally the same as the current bylaw, although they are being re-written.

Section 8.1 - Water Resource Protection Overlay District: This section will be revised to include a reference to a new Geographic Information Systems (GIS) map as opposed to the original paper Plate 5 map.

Section 8.3 - Floodplain District: This section will be revised to include a reference to a new Geographic Information Systems (GIS) map in addition to the original Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM).

Delete in its entirety and replace with the following:

Section 8.1.5 Establishment

Delete:
“The map entitled "Town of Douglas Massachusetts Aquifer Study: Plate 5" and dated March, 1986, on file with the Town Clerk delineates the boundaries of the district.”

And replace with:
“The map entitled "Aquifer Study Map of Douglas Massachusetts" and adopted at the May 7, 2007 Annual Town Meeting, on file with the Town Clerk delineates the boundaries of the district.”

8.3.2.1 Floodplain District Boundaries (note new section of our zoning bylaws …see back pages of zoning bylaws)

Add the following to the end of the first paragraph:

“The map entitled "FEMA Flood Map of Douglas, Massachusetts" and adopted at the May 7, 2007 Annual Town Meeting, on file with the Town Clerk further delineates the boundaries of the district but does not supersede the FEMA FIRM map that this bylaw applies to. It simply provides a level of clarity that may not exist on the FEMA FIRM maps This map is hereby made part of this By-law.”
