The meeting was called to order at 7:06pm.

ATTENDANCE
Chairwoman Marylynne Dube, Linda Brown, Leon Mosczynski, Michael Yacino, Ralph Dudley, Brandi Van Roo, Michael Valliere, Stephen Zisk (Planning/Conservation Agent) and William Cundiff (Town Engineer).


CONSERVATION COMMISSION BUSINESS
1. Burrillville Land Trust. The Commission received a letter from Paul Roselli regarding a meeting with them on 3/29/07 from 7:00pm-9:00pm.
2. Nitrogen Loading/Groundwater Mounding in Septic Systems. Cundiff distributed a Bulletin printed by the Cape Cod Commission Water Resource Office and this document is very technical. The Commission may have this document referred to in their Regulations. This document is targeted for drinking water and not wetlands. The Commission needs a document pertaining to nitrogen loading for surface wetlands.
3. Subcommittee for Dedicating Town Conservation Land for services from residents. Dube, Yacino and Brown volunteered.


7:30 PM PUBLIC HEARING CONTINUED: C & C REALTY
TRUST (NOI)
169 Davis Street
Neither the Applicant nor the Representative appeared for this Hearing. A MOTION was made by Yacino to continue the Public Hearing on Tuesday, May 1, 2007, at 7:40pm, seconded by Valliere. VOTE UNANIMOUS.


MEETING MINUTES OF 3/5/07
After review, a MOTION was made by Yacino to approve the Meeting Minutes of Monday, March 5, 2007, as amended, seconded by Brown. VOTE: YES-5, ABSTAINED:-2. VOTE PASSED.






7:45 PM PUBLIC HEARING CONTINUED: CHRIS PODLES (ANRAD)
Northwest Main Street
The Commission received a request for a continuance of this Hearing. A MOTION was made by Yacino to continue the Public Hearing on Monday, June 4, 2007, at 8:00pm, seconded by Valliere. VOTE UNANIMOUS.


8:00 PM PUBLIC MEETING: KEVIN & LORI HATFIELD (RDA)
17 Cross Street
Present on behalf of the Applicant was Michael Weaver of Guerriere & Halnon. The scope of work consists of the construction of a shared driveway. One driveway currently exists and a second is being proposed to service a new dwelling. The work involves the disturbance of approximately 765 square feet of buffer zone to a bordering vegetative wetland. The area will be surrounded by straw bales and staked silt fence. Zisk will add a condition that erosion controls and the limit of disturbance areas are adhered to as shown on the approved plan dated March 20, 2007. A MOTION was made by Van Roo to issue a Negative Determination of Applicability with the condition that a note be added to the plan stating that the stone wall will not be removed and straw bales extending right out to Cross Street be added to the plan also, seconded by Dudley. VOTE UNANIMOUS.


8:30 PM PUBLIC HEARING CONTINUED: WILLIAM EAGAN (NOI)
80 Maple Street (Lot #3)
Present on behalf of the Applicant was Karen Keegan of Andrews Survey. Keegan said that the septic system is now out of the 100-foot buffer zone and that the wetlands on the driveway to the barn have been extended and re-flagged. Keegan will submit a revised plan showing an 18-inch ADS pipe under the gravel driveway with 1 ½- inches of cover over the pipe with head walls and rip rap. The Commission also asked that the revised plan include the proposed telephone poles to the barn construction profile and no silt fence to be used only straw bales. A MOTION was made by Yacino to continue the Public Hearing on Monday, April 2, 2007, at 7:31pm, seconded by Valliere. VOTE UNANIMOUS.


8:45 PM PUBLIC HEARING CONTINUED: JAMES KOLLETT (ANRAD)
72 Pine Street
This ANRAD is for the Bordering Vegetated Wetland only and not for the perennial stream and bank. A MOTION was made by Mosczynski to close the Public Hearing and issue an ORAD, seconded by Van Roo. VOTE UNANIMOUS.

ADJOURNMENT
At 8:50pm, a MOTION was made by Yacino to adjourn the meeting, seconded by Mosczynski. VOTE UNANIMOUS.
