Meeting Minutes
September 16, 2008

• Call to Order:

Chairman Michael Hughes called the meeting to order at 7:00 pm. In attendance: John Bombara, Paula Brouillette, Mitch Cohen, Scott Medeiros, Executive Administrator Michael Guzinksi, and Administrative Assistant Suzanne Kane.

Other Staff and Citizens: Water/Sewer Systems Manager Dennis Croteau, Water/Sewer Commissioner Bob Josey, Octoberfest Chair Tony St. Pierre, Octoberfest member Keith Menard, BVCC Committee for Economic Development member Hal Davis, Chris Vasiliadis, and Tribune Reporter Tom Mattson.

There were no announcements.

• Citizen’s Forum:
• Octoberfest:
Keith Menard and Tony St. Pierre joined the meeting to kick off the Octoberfest program for Saturday, October 4, 2008 and to seek out volunteers.

1. BVCC – Regional Economic Development Update – Joe Deliso:
Representing the Blackstone Valley Chamber of Commerce Committee for Economic Development, Hal Davis joined the meeting to give an update on the Regional Infrastructure Mapping project and the Blackstone Valley Regional Economic Development Council. Discussion and questions from the audience.

2. Common Victuallers License Application – Gourmet Subs and Deli:
Chris Vasiliadis joined the meeting. Having a complete application, Mitch Cohen made a motion to approve the Common Victuallers License Application for Chris Vasiliadis & Christos Mitkonis d/b/a Gourmet Subs and Deli as presented. Scott Medeiros seconded the motion. All – aye.

3. Water/Sewer Commissioners – Update:
Dennis Croteau and Bob Josey joined the meeting to discuss the Aquifer Study and Water Expansion. Concerning the water expansion, Dennis Croteau reported the priority is a low pressure sewer line up Manchaug Road. They are currently working with Michael Guzinski looking for the best way to fund it and would like to get it on the November Special Town Meeting. Discussion about sending sewer out to Riedell Road. The Board asked Mr. Croteau to work with Michael Guzinski to see how to get water/sewer out to the future safety complex and suggested putting a place holder on Capital. Dennis Croteau will have a figure by Monday. Consensus to put this item on the meeting with the Aquifer Study.

4. Appointment – Cultural Council:
This application being complete; John Bombara made a motion to appoint Michele Rokes to the Cultural Council for a term ending June 30, 2011. Scott Medeiros seconded the motion. All – aye.

5. Open Special Town Meeting Warrant:
Michael Guzinski asked the Board to open the warrant, date to be determined, and close the warrant October 6, 2008. He will have a draft warrant for their next meeting. Scott Medeiros made a motion to open the Warrant for the Special Town Meeting on a date to be determined, and close the warrant on October 6, 2008. Mitch Cohen seconded the motion. All – aye.

6. Approve Drainage Easements:
This is the drainage easement for Chris Podles. Highway will begin the work next week. Scott Medeiros made a motion to approve the Grant of Drainage Easement as presented. Paula Brouillette seconded the motion. All – aye.

7. Minutes:
• May 9, 2007:
Paula Brouillette made a motion to approve the minutes of May 9, 2007. Scott Medeiros seconded the motion. All – aye.
• December 18, 2007: Mitch Cohen made a motion to approve the minutes of December 18, 2007. Paula Brouillette seconded the motion. All – aye.
• April 15, 2008: Mitch Cohen made a motion to approve the minutes of April 15, 2008. Paula Brouillette seconded the motion. All – aye with Scott Medeiros abstaining.
• September 2, 2008: Mitch Cohen made a motion to approve the minutes of September 2, 2008. Scott Medeiros seconded the motion. All – aye with John Bombara abstaining.

8. Administrator’s Report:
• French River Collaborative:
Concerning fuel oil, Michael Guzinski reported the original bid of $3.75/gallon was rejected. The new bid came in at $3.30/gallon. This would only be for the large tanks at the Municipal Center and Schools. They could not get it for the smaller tanks.
• Fire Department Study: Michael Guzinski and the Fire Chief met with MMA, they should have a draft report in six to eight weeks.
• Policy Book: Michael Guzinski gave the Board books containing all the policies approved by the Selectmen with his recommendations for their review.

• Pangaea:
Discussion on the meeting with Pangaea and the reaction from the public. Michael Guzinski will come up with a process for placing items for projects on the agenda including requirements showing there is a commitment such as holding a purchase and sales, having a representation from a technical professional, and available funds.

New: No new business.

10. Adjournment:
John Bombara made a motion at 8:48 pm to adjourn. Mitch Cohen seconded the motion. All – aye.
