Douglas Board of Selectmen Meeting Joint Meeting
with the School Committee and Finance Committee
April 7, 2004
Approved May 4, 2004


Chairman Shirley Mosczynski called the Board of Selectmen to order at 7:04 pm at the Intermediate School Library. In attendance were: Edward Therrien, Ronald Forget, Executive Administrator Michael Guzinski and Town Accountant Rich Mathieu. Members of the School Committee and Finance Committee were also present.

School Committee Chairman Sandra Raines had each person give their name and position.
Concetta Verge, Superintendent of Schools, gave a slide presentation of the FY’05 school budget and spoke of the need for their budget requests.
Executive Administrator Michael Guzinski and Town Accountant Rich Mathieu presented reasons that the school’s budget needed to be cut by $410,000.
Chairman Mosczynski thanked the School Committee and Supt. Verge for meeting again and asked for their help to balance the budget. She stated that at a budget workshop meeting the unanimous consensus of the Board of Selectmen was not to go for an override and not to use stabilization monies for operational costs. She informed the School Committee that the municipal side was also being asked to cut $350,000 and that capital projects were being cut again.
The issue of increasing the tax rate to provide more monies was discussed. Chairman Mosczynski made those in attendance aware of surrounding towns’ tax rates such as Sutton ($12.32) and Uxbridge ($11.59), compared to Douglas ($16.48).
The joint meeting ended at 8:25 pm with a motion to adjourn by Ron Forget and seconded by Edward Therrien. Motion carried.
