Meeting Minutes
Prior to Annual Town Meeting
May 17, 2004
Approved June 1, 2004

1. Call to Order:

Madame Chairman Shirley Mosczynski called the meeting to order at 6:30 pm. In attendance: Paula Brouillette, David Furno, Executive Administrator Michael Guzinski, and Administrative Assistant Suzanne Kane.

Other staff in attendance: Finance Committee Chair Pamela Holmes, Finance Committee members William Kraus, Gene Morin, Gary Bolen, and Jerome Kocur and Town Accountant Rich Mathieu.

Shirley Mosczynski asked Michael Guzinski if there were any last minute figures. Michael Guzinski reported the appraisal for Article 15 – Taking of Easements-Douglas Reconstruction of Route 16 figure came in today at $14,900. He stated there would be four temporary easements and one permanent easement. On Article 16 – Amend Zoning Bylaw – Rezone and Amend existing Zoning Map, Michael Guzinski reported that Economic Development will wait for the Fall Town Meeting; they will be tabling the Article tonight. On Article 27 – Inter-Municipal Agreement; Michael Guzinski spoke with the Town of Uxbridge and they will be putting this article on their June 15th Town Meeting. On Article 18 – Choice Out Savings Appropriation; Michael Guzinski reported the School Committee will be withdrawing this Article. Shirley Mosczynski asked who will be speaking for the School. Suzanne Kane recounted her conversation earlier in the day with Administrative Assistant Paula Markle that they wanted Connie Verge to speak because no one from the School Committee will be available to speak. Suzanne Kane stated she explained it was up to the Towns people if Connie Verge could speak or not and advised Connie Verge to speak with Town Moderator Jerome Jussaume. Michael Guzinski stated there were no other issues. He stated on the Blackstone Valley Vocational Schools budget; his understanding was that Sutton and Millville are the only Towns that have turned the budget down. Blackstone meets May 25th. He spoke with the Town Manager at Blackstone and it is his impression that Blackstone will turn it down also. There was discussion between Michael Guzinski and the Finance Committee about the easements and funding. Michael Guzinski explained there are three temporary easements; the property will be left in better condition when done. Shirley Mosczynski explained that even though they do not have totals, the Town can vote and they can still negotiate with the property owners.

2. Adjournment:
Paula Brouillette made a motion to adjourn at 6:42 pm. David Furno seconded the motion. All – aye.
