February 11, 2003

1. Call to order:

Madame Chairman Shirley Mosczynski called the meeting to order at 7:04 pm. In attendance; Paula Brouillette, Rich Preston, Ron Forget, Edward Therrien, Executive Administrator Ken Mahony, and Administrative Assistant Suzanne Kane.

Other staff and citizens in attendance: Board of Health member Daniel Podolsky.

This meeting was held to vote on the Board of Health’s request to increase the fees at the Transfer Station. Ken Mahony stated he sent the Board of Health a letter informing them of the $20,000 error. The Board of Health said they would eat the error but would like to keep the fees as requested. When asked where the $20,000 would come from, the Board was informed it would come out of the Board of Health’s reserve fund. Shirley Mosczynski questioned the difference with the Senior’s fee. Board of Health member Daniel Podolsky explained that they are trying to keep the figures rounded off so Marleen Bacon will not have to go to the bank for a lot of change. He explained that there is a cost increase to print the tickets, which will be $780.00. Paula Brouillette stated that it has been policy to give the Senior’s a 50% discount, she asked why they don’t bump the amount down rather than up. Mr. Podolsky stated that it’s the “change thing”, they don’t care if it goes up or down as long as the number is even. Ron Forget made a motion to approve the increase of fees for the Transfer Station to $105.00 for a six month period for the regular fee, and $52.00 for a six month period for the Senior’s. Paula Brouillette seconded the motion. All – aye.

Shirley Mosczynski told Daniel Podolsky that she had been questioned about pro-rating the fees. Mr. Podolsky stated that it would be easier to keep the fees at the six month period. He said there is a big increase in trash in the summer. He said the Board of Health could consider a three month period, but would only like to offer it during the off season. Mr. Podolsky noted that residents are using other options, some of which are cheaper then the Transfer Station. Shirley Mosczynski verified that there is a $10 one day fee, and Mr. Podolsky answered yes.

Rich Preston asked if the Board of Health had discussed keeping the Transfer Station open later. Dan Podolsky said they had, but they haven’t seen that many people who are having a problem. He said they do stay open until everyone is done. Rich Preston said he didn’t mean to expand the hours but rather shift the hours of operation. Dan Podolsky stated they have a duty to accommodate the majority and they will look into it.

Shirley Mosczynski asked the Board to look over the minutes they received from Paula Brouillette and give any comments back to her. She would then type up a Evaluation Summary which she and would discuss with Rich Preston would and then present to Ken Mahony. The Board asked that “Goals” be placed on the next agenda.

Ron Forget made a motion to adjourn at 7:55 pm. Edward Therrien seconded the motion. All – aye.
