Meeting Minutes
November 24, 2003
Prior to STM

1. Call to order:

Madame Chairman Shirley Mosczynski called the meeting to order at 6:30 pm. In attendance: Paula Brouillette, Ron Forget, Edward Therrien, Rich Preston and Administrative Assistant Suzanne Kane.

Other staff and citizens in attendance: Board of Assessor Jack Blatchford and Assessors Assistant Ida Ouillette.

• Tax Classification: Shirley Mosczynski opened the Public Hearing for the FY04 Tax Classification at 6:31 pm. Assessor Jack Blatchford stated his Board recommended a single tax rate. They feel the anticipated tax rate for FY04 will be $16.48/$1,000 which is an increase of $1.49. Jack Blatchford stated the average single family home has an assessed value of $183,700 and the excess levy capacity is $2,821.00. Shirley Mosczynski closed the Public Hearing for FY04 Tax Classification. Ron Forget made a motion to approve the Single Tax Rate for FY04 as recommended by the Board of Assessors. Edward Therrien seconded the motion. All – aye. Rich Preston not present for this part of meeting.

• Interviews: Shirley Mosczynski reminded the Board that interviews for the Executive Administrator will be held Monday and Thursday. She suggested they check the references prior to the interviews. She suggested a two phase process consisting of a tour of the Town and meeting the employees. When asked who would check the references, Rich Preston suggested that one or two people be in charge of doing the work and reporting back to the Board. Ron Forget agreed and added they should do the reference checks after they decide on the candidate. Rich Preston stated he feels it should be done prior; the information they bring forward could affect their decision. There was a consensus of the Board to have two people checking references prior to the interviews. Paula Brouillette stated they can also use Town Counsel as a resource. Consensus of the Board to have Shirley Mosczynski and Paula Brouillette check references. Paula Brouillette asked about a timeline, will there only be one interview by the Board. Rich Preston stated they haven’t talked about salary. Shirley Mosczynski added these are all things they need to think about: term, salary, vacation, sick leave, auto allowance, health insurance, etc. Ron Forget stated it still comes down to how the candidate interviews. He feels they are jumping the gun to things they are going to give into in the end. Paula Brouillette disagreed, stating she does not agree with an automatic increase. Shirley Mosczynski asked for a motion to continue the meeting for a short time after the Special Town Meeting. Rich Preston moved the Board of Selectmen continue their meeting at 7:00 pm; until after the Special Town Meeting. Paula Brouillette seconded the motion. All – aye.

Shirley Mosczynski stated they need to go through the contract. She does not want to see automatic increases. Paula Brouillette stated they need to look at a car allowance vs. providing a vehicle; need to look at cost, it maybe more cost effective to have a municipal vehicle. When asked who wrote the last contract, the Board was reminded that it was written by past Interim Administrator Tom Landry. Paula Brouillette asked if they should have it looked at by Town Counsel. Rich Preston suggested asking Town Counsel for a version of a contract. Shirley Mosczynski stated they already have one. Ron Forget stated there must be a standard version where you fill in the blanks. Shirley Mosczynski suggested that if they know anyone in the area, to check with them. Edward Therrien stated he thought the Police Chief did that. Shirley Mosczynski explained that the Police Chief does the criminal check. Paula Brouillette asked if they should prepare questions for the interview in advance. Rich Preston suggested an introduction by the Chair, comments by the candidate, then each Board member have questions. Ron Forget stated he would like the interview to stay with-in the Board; not go out to the audience. Rich Preston agreed; stating it’s better to keep it tight. Shirley Mosczynski stated it must be an open meeting. Suzanne Kane stated that the employees that she has spoken to, do not want to be that involved in the interview process, they just want to be present at the interviews; they trust the decision of the Selectmen. Paula Brouillette asked what happens after the interviews. Shirley Mosczynski suggested they go over the candidates after the interviews on Thursday night or schedule another meeting; they should have an idea by that night as to who they want. Rich Preston suggested asking the candidates what they feel is suitable. Shirley Mosczynski agreed, stating they should also think about having a second interview. Ron Forget stated they may know who they want that night. Rich Preston agreed with Ron Forget saying; they may have someone jump out that night, but they may not, in that case a second interview will be necessary. Paula Brouillette agreed. Shirley Mosczynski suggested they meet on Thursday after the interviews then decide if they need to meet again. Paula Brouillette suggested that Monday night, after the first group they should go over the contract. Ron Forget suggested they get the candidates salaries. Shirley Mosczynski stated that in the mean time everyone should look over the contract.

2. Adjournment:
Ron Forget made a motion to adjourn at 8:15 pm. Rich Preston seconded the motion. All – aye.
