1. Call to Order:

Madame Chairman Shirley Mosczynski called the meeting to order at 7:06 PM. In attendance: Paula Brouillette, Edward Therrien, Building Commissioner Adelle Reynolds, and Administrative Assistant Suzanne Kane.

2. Minutes – Sign Workshop August 6, 2002
Paula Brouillette made a motion to accept the minutes from the Sign Workshop of August 6, 2002 as amended. Edward Therrien seconded the motion. All – aye.

3. Sign Workshop:
Shirley Mosczynski stated that she had received a call concerning fees and renewal fees for the signs. She told the caller that fees and renewals have not been discussed yet, but there would be a Public Hearing once the committee was ready. Paula Brouillette suggested they still get recommendations on fees from Adelle Reynolds. Adelle Reynolds reported that she had contacted Kent Brotherton for pricing but he has not gotten back to her yet. Shirley Mosczynski asked Adelle Reynolds if she has any idea what other communities charge for fees. Adelle Reynolds stated that the two that she is aware of are Maine which charges $30 for reflective signs and $15 for non reflective both for the initial fee and the renewal fee and Sandwich, MA which charges $100 for the initial fee and $25 for renewals. Paula Brouillette commented that as a Town, we have always tried to make sure that our fees are in line with other neighboring communities. Shirley Mosczynski stated that with a renewal fee, the Town can keep track of who is still in business, if no fee is paid the sign comes down. The fees should provide funds for upkeep and maintenance. Edward Therrien stated that the renewal fees should not be as costly as the initial fee. When considering holding a Public Hearing, Paula Brouillette asked Adelle Reynolds if she had enough information to proceed. Edward Therrien stated that they need information on the structure of the signs, what material will be used, for pricing. Paula Brouillette asked Adelle Reynolds if she has any concerns with the policy, does she feel the policy is good enough for her department to control. Adelle Reynolds then went through the corrections that she had made and asked for input. She asked the Board to consider whether a business should be certified as stated in #5 of the policy, stating some operate under a grandfather clause. Paula Brouillette suggested leaving it in the policy until the Public Hearing and see if someone has an issue. The Board went through the Policy and made some changes: Under definitions the word Bylaw was changed to Policy; under item 3. the last sentence should read: It shall be the responsibility of the business to replace the actual signboards by way of a replacement order through the building department, if the signboard becomes lost, stolen, defaced or otherwise damaged or deteriorated; insert the word “of” in item 4.; and omit the word “is” from item 5. Again on fees; Adelle Reynolds was asked if she could check with neighboring communities for their fee schedule but she stated she does not have the time. Paula Brouillette offered to call around and asked Adelle Reynolds for a list of communities with Sign Policies/Bylaws. Paula Brouillette also asked if it was possible to have a demo sign assembly made up for the Public Hearing. Edward Therrien suggested calling Integrity Fencing located in Douglas to see if they could come up with a demo. Adelle Reynolds reminded the Board that the design presented in her packet was owned by Kent Brotherton and they could only use it if they paid Mr. Brotherton $200. Edward Therrien will see if Integrity can come up with a design. Adelle Reynolds questioned the need for a Public Hearing if the Board was instituting a Police rather than a Bylaw. Shirley Mosczynski will look into but suggested setting up a date prior to a future Selectmen’s meeting in case it should be a Public Hearing. Suzanne Kane asked if there were also regulations as to advertising and notifying the public if it should be handled as a Public Hearing other wise we could just advertise on cable and send a mailing out to business, especially business with signs up now. Adelle Reynolds also asked if she should put into the policy that there is a time limit for removal of any sign currently on telephone poles, who should take them down and will there be fines; stating it should be in writing. Paula Brouillette suggested putting that under the penalties section. Shirley Mosczynski suggested running the finished Policy by Town Counsel. It was decided to plan to do the next workshop on August 27 at 6:00, prior to the regular Selectmen’s meeting and hold the Hearing on September 17th “if” it can be part of a Selectmen’s meeting.

4. Adjournment:
Paula Brouillette made a motion to adjourn at 8:05 pm. Edward Therrien seconded the motion. All – aye.
